Right-of-Way Services

The public right-of-way is an area controlled by the City for the purposes of transportation, utilities and other public infrastructure, including constructing, operating and maintaining public facilities such as streets, alleys, sidewalks, bike paths, and utilities. 

Denver's Right-of-Way Services (ROWS) manages most activities in the City's right-of-way. ROWS is responsible for determining requirements for improvements in the public right-of-way, as well as reviewing plans for regulatory compliance, issuing permits, and inspecting work in the areas of transportation, wastewater, and survey.
