What is the city’s plan for dirt and gravel alleys?
In the fall of 2004 Mayor Hickenlooper announced a program to pave with asphalt the more than 1000 unimproved alleys in the City. This program will take 5 to 10 years with 100 to 200 alleys being paved each year. A combination of City crews and outside contractors will be used for this program. Why is the city planning on paving dirt and gravel alleys? Who pays for it?
Unimproved alleys will degrade significantly over a relatively short period of time and are a drain on the maintenance resources of the City. Erosion from water and dust migration have measurable impacts on water quality and the particulate component of air pollution levels. Ruts and potholes occur frequently, hampering solid waste pickup and causing an inconvenience to users, especially during winter months. Cost to pave the alleys will come from Denver general revenues, no separate or special assessment will be levied against abutting properties.

Who decides when alleys get paved? How do they decide?
Engineering staff have evaluated all unimproved alleys within the City with the goal of paving a minimum of 100 alleys each year until all eligible alleys are completed. This should occur in 5 to 10 years. For the first 2 to 3 years work will concentrate on alleys within the 16 ‘focus’ neighborhoods. Public alleys that have historically been maintenance headaches regardless of location will also be targeted in the early years of the program.

My dirt alley is not scheduled for paving this year. Who do I contact to get it graded? When will the grading get done?
The City will continue grading unimproved alleys on an as needed basis. The evaluation of alleys for the unimproved alley paving program performed by City staff will identify the alleys that need grading. You may also call Street Maintenance customer service at 3-1-1. Most grading will be done from November until March as weather allows.

My alley is on the paving schedule for this year. How do I know when the work will be done?
Approximately one week prior to construction you will receive a notification from either the City or from the contractor giving contact information and details of the work.

How long will it take to pave my dirt alley? Is the alley closed while it is being worked on?
Work on each alley will take 1 to 2 weeks. During that time the alley will be closed to public access. If you use dumpsters for trash removal, they will be temporarily relocated to the streets by the alley entrance during the construction period.

Will I be able to get into my garage while the alley is being paved? If not, how long will the work take, and where will I park?
Alleys will be closed to public access during construction. Work should take 1 to 2 weeks, during which time you will need to park on the streets in the vicinity.

Will my garbage be picked up while my alley is being paved?
Dumpsters will be temporarily relocated to the streets near the alley entrances and will be accessible during the construction period. If your trash is picked up in the alleys through the use of cans, we will attempt to schedule work around the regularly scheduled trash days.
