 Quality Improvement Fund
   Quality Improvement Fund (QI Fund)
Brief Overview, January 2008
 
  What?
 Ø      Funding to improve quality and school readiness for children, ages birth to 12:
 Ø      Four funding priorities:
          o        Introduction to Quality
          o        Sustaining Quality
          o        Family Engagement
          o        Recruitment and Retention
 
  Who?
Ø      Available to all Denver CCCAP providers in City and County of Denver (exempt, homes, centers).
Ø      Available for child care, before-and after-school care providers, if have CCCAP fiscal agreement with
         Denver Department Human Services (DDHS).
Ø      If licensed, must be in good standing with Licensing How?
Ø      2008 funding has two approaches, depending on rating/accreditation status of provider
         o        Coaching:
                  Ø      For unrated/low-rated (Qualistar 1 to 2)/unaccredited providers
                  Ø      Work with a quality improvement coach to develop quality improvement plan (QIP).
                  Ø      Will receive resources to support this QIP.
                  Ø      No out-of-pocket expenses, but must regularly work throughout 2008 with coach to receive resources.  
 
         o        QI Application Process:
                    Ø      High rated (Qualistar 3 or 4) or accredited providers
                    Ø      Must complete MOEC QI Fund application.
                    Ø      If selected, must sign a reimbursement-based contract with City.  Reimbursement takes approximately 30 days.
                    Ø      If extreme hardship to wait for reimbursement, a percentage of the award may be advanced on a case-by-case basis.
 
When?
Ø      Funding available through 2008.
Ø      Coaching: ongoing enrollment through 2008.
Ø      Application process deadlines, March 7 and April 11, 2008.
         o        5:00 PM deadline for each date.  NO EXCEPTIONS.
