Guidelines for Planned Development Submittals

Some or all of the items below may be required for a Planned Development submittal:
Land Survey Plat
A Land Survey Plat is required for Final Site Plan Review for projects that are 1.0 acre and larger. A Legal Description will be provided if the project area is less than 1.0 acre. Information on Land Survey Plat Requirements is available at:

Right-Of-Way Dedication
Right-of-Way Dedications should be made parallel with the existing right-of-way and made in one foot increments of width. The developer must submit to the City Surveyor for review and approval, a legal description along with a copy of the DES approved site plan for any land to be deeded to the City. The Site Plan can not be approved until the land has been conveyed to the City. Information on General Guidelines for the Review of Land or Parcel Descriptions is available at:

Range Points
A typical project will require that the range points for the entire Block on which it is situated be recovered or replaced prior to site plan sign off. For new right-of-way they will need to be set. Information on Range Point Requirements is available at:

Major Encumbrance Permits (aka Type A)
Street Vacation Requested
Easement Relinquishment
Requests for Major Encumbrance Permits, Street Vacations, and Easement Relinquishments are processed by PWPRS. Information on Entrance Requirements are available at:
Public Works Plans Review Services
Right-of-Way Vacations should be kept parallel with the existing right-of-way and made in one foot increments of width.
A legal description of the subject area can be submitted by email to the DES Surveyor. Once approved, two original wet stamped copies of the legal description and exhibit on letter size paper will be required.
