'Hands off' by the feds means 'hands on' by city and state

In this October 2013 issue of City News, I explain how the City Council plans on allowing recreational marijuana in Denver.  Because the federal government has backed off, the city and state decisions are more important than ever. The key elements of Denver's plan addresses the sales tax hike, business conversions, the hearing process and the restrictive zoning regulations that recreational marijuana shops will have to follow in order to stay open as a legally operated business.
