Qualifications

Election judges must

  • Be registered electors who reside in Denver and are willing to serve. (Law allows the Elections Division to appoint election judges to serve in precincts of the county other than the precinct in which the judge resides. This occurs when a given precinct has an insufficient number of judges available to serve the needs of its polling place.)
  • Be physically and mentally able to perform and complete the duties charged to election judges.
  • Complete prior to each election an instruction class on election judge duties.
  • Complete and file an acceptance form with the Elections Division.
  • Never have been convicted of election fraud, any other election offense, or fraud.
  • Not be a candidate on the precinct's ballot nor a member of a candidate's immediate family, or related by blood or marriage to a candidate on the precinct's ballot.

Recruitment and Appointment

Party caucuses recommend election judge candidates. Recommendations are transmitted to the Elections Division, with order of preference indicated. The Elections Division recruits additional judges for every election since caucuses do not provide sufficient qualified election judge candidates.

The Elections Division appoints election judges for each precinct, and may appoint qualified judges to work in precincts other than those in which they reside. To the extent possible the Elections Division appoints an equal number of election judges from each major party to work at each precinct. This includes members of Green, Libertarian, etc. parties which may participate if they so choose. If an odd number of election judges is to be deployed at a given precinct, the Elections Division will determine which party is entitled to the extra election judge. This determination will be by mutual agreement of the parties, or by lot if the parties cannot agree.

Each precinct will have one election judge appointed as a Supply Judge. Each political party is entitled to an equal number of the Supply Judges appointed.

The Division confirms these appointments by mailing each appointed election judge a Certification of Appointment and an Acceptance form. Candidates must file the form in the Elections Division office within seven days after the date the form is mailed to the election judge candidate.
