Public Works Departmental E-Team

General Guidelines for 2006-2007

 

 

What is the purpose of Departmental E-Team?

This is stated in our mission statement. “To create a partnership between management and employees to resolve Departmental wide issues that support business objectives.” 

Does Departmental E-Team replace or act as a union for Public Works employees?

No! Employees of the City and County of Denver may belong to various organizations including unions however under no circumstances should any E-Team representative (management or labor) consider this a union. 

What are the General and Specific Duties of a Departmental E-Team Representative?

•           Representative contacts and meets with fellow employees and/or management at the job site and through dialogue in the agency E-Team meetings to gather information on employee and/or management needs. 

•           Representative functions as an information clearinghouse for questions, and provides information as requested. 

•           Representatives utilize the Departmental E-Team Issues Template to bring up issues that agencies determine are departmental wide and need a departmental decision.  

•           Representatives maintain updates for employees. This can be via email, bulletin boards, meetings or a combination of different methods. Management will assist the representative in performing this function. 

•           Representatives must inform their fellow employees of their “representative status” and maintain a means that employees and/or management can communicate with them. An effective method of performing this responsibility is through the agency E-team structure with the assistance of management. 

•           Representatives will actively participate in Departmental E-Team meetings  

•           Representatives must inform the Departmental E-Team of the current names of agency representatives for dissemination and publication. 

•           Representatives must inform the Departmental E-Team of any agency accomplishments for that calendar year.  

How do we select Departmental Members?

We have ten Management and ten Employee representatives

Management Selection

The Public Works Manager attends and selects:

•           All Deputy Managers

•           Three Directors representing Operations Groups

•           One Director representing Engineering Groups

•           One Director representing Clerical/Administration Groups 

Employee Selection

            Agencies will select representatives utilizing their internal agency E-Team procedures. If Agencies utilize elections the Departmental employee representatives should be selected from the elected agency E-Team group.

•           Six representing these Operations Groups (STM, SWM, WMD Ops, FMD, TES OPS, Parking)

•           Two representing Clerical/Administration Groups

•           Two Representing Engineering Groups 

What are selection requirements for Departmental E-Team Members?

•           Can hold two consecutive two year terms  

•           Must have and maintain during their tenure a successful or exceptional rating on their PEP. If the ratings fall below that level, the home agency must replace the representative with one who fits this standard. 

•           If an employee is suspended, has an involuntary temporary reduction of pay, or involuntary demotion, or the agency is formally dismissing the employee  the home agency must replace the representative with one who fits this standard. 

How much time can a representative take for Departmental E-Team duties?

Depending upon circumstances, the typical time commitment for a Departmental E-Team representative is 8 hours each quarter or 32 hours each year. This time includes attendance at the quarterly Departmental meetings. Additional time can be provided if necessary for extra research (example: researching and creating the uniform replacement recommendation) 

What is the procedure for informing supervisors of Departmental E-Team member’s successful completion of duties?

At the end of each year the coordinator will send documentation to the supervisor via email or letter that the representative has been successful or unsuccessful during that time period. The coordinator will confirm with the Manager prior to sending that documentation. The rating is based on:

•           Attendance at quarterly meetings

•           Locating replacements for absences

•           Assignments Completed 

What Benefit will a Departmental E-Team member receive if they successfully complete their duties for a year?

The Manager will authorize one day of admistrative leave for successful completion of the representation term.

This leave cannot be transferred out of the Public Works Department.
