Important Reminders For Flex Cash Participants

Debit Card Update
Effective July 1, 2009, drug stores and pharmacies are required to either have implemented an IRS-approved inventory information approval system (IIAS) or prove that 90% of the store’s income consists of eligible healthcare expenses, in order for healthcare debit cards to continue to be accepted. This means that healthcare debit cards may or may not be accepted at a drug store or pharmacy that had accepted the card prior to July 1, 2009, if the store has not met these IRS requirements.

Please note: the decision to comply with the IRS requirements is made by the individual drug store or pharmacy.

The following locations will accept benefits debit cards after July 1, 2009:
  • Healthcare, dental and vision providers
  • Retailers with the IIAS system
  • Healthcare-related retailers that have IIAS or sell mainly medical care items 

    *Kaiser members may be required to submit receipts for charges that do not match co-pay amounts.

All claims processing for the City and County of Denver's medical, dependent and qualified parking flex cash plans is being handled by Discovery Benefits. To read more about how flex cash can help you, see Discovery Benefits Brochure.
 
File a claim: (claims for the previous year must be filed by March 31st of the current year)
  • File an online claim: Visit www.discoverybenefits.com and enter your user ID and password. 
    If you do not already have a user ID and password, they are as follows:
    Username: First inital of first name, full last name and last 4 digits of Social Security Number (ex. jdoe1010)
    Password: 13613

  • File a paper claim: Reimbursement Request form
Flex Cash is a way for you to set aside money on a pre-tax basis for certain qualified expenses:
  • Medical/Dental/Vision spending - allows you to pay for medical expensed not covered by insurance with pre-tax dollars. You may download and complete the Automatic Orthodontia Request form for orthodontic expenses.
  • Dependent Care spending - allows you to pay for dependent care for your children so you and your spouse can work with pre-tax dollars. To receive automatic reimbursement, download the Automatic Dependent Care Request form .
  • Qualified parking - allows you to pay for parking expenses while you are at work with pre-tax dollars. To enroll, download and complete the Qualified Parking Enrollment form.  
  • You may enroll only during open enrollment, within 31 days of your hire date, or if you experience a family status change. Your annual pledge may not be changed unless you experience a qualified family status change.
There are several benefits to City employees who participate in the program, including:
  • Direct deposit for reimbursements
  • MasterCard access
  • Web access to review account balances
  • Claims Processing
  • Discovery Benefits claim processing time averages just 24-48 hours.
Direct Deposit
Among the most important features is a quick and easy direct deposit program for reimbursement. Download the direct deposit enrollment/change form.
 
MasterCard Access
The card works just like a standard debit card. Please note: 
  • To participate in the debit card program, you must contact Discovery Benefits at (866) 451-3399.
  • An $18 annual fee will be assessed to use the MasterCard.
If you choose not to utilize the debit card, submit claims directly to Discovery Benefits by:
