Special Event Liquor Permit...
A. Required if alcohol is to be sold on premises that do not hold a liquor license or is to be sold by a qualifying organization on club or arts liquor licensed premises.
B. May be issued to an organization which has been incorporated for purposes of a social, fraternal, patriotic, political, or athletic nature, and not for pecuniary gain, or which is a regularly chartered branch, lodge, or chapter of a national organization or society organized for such purposes and being non-profit in nature or which is a regularly established religious or philanthropic institution, and to any political candidate who has filed with the Secretary of State;
C. May be issued to any municipality owning arts facilities at whichproductions or performances of an artistic or cultural nature are presented for use at such facilities;
D. May be issued only upon a satisfactory showing that other existing facilities are not available or are inadequate;
E. May occur on a closed street, highway, or public byway;
F. Fee: $100 application fee made payable to the City and County of Denver. In addition, there is a fee of $10 per day for 3.2% beer payable to both the City and the State or $25 per day for beer, wine, and spiritspayable to both the City and the State.
G. Valid only for one location and may be sold only between 7:00 a.m. and midnight for 3.2% beer and 7:00 a.m. and 2:00 a.m. for beer, wine and spirits;
H. Applications must be filed with the local licensing authority no fewer than 30 days prior to the date of the event. There will be no exceptions.
I. Applications must be submitted in duplicate accompanied by the following: (1) a diagram of the area to be licensed; (2) a copy of a deed, lease, or written permission of the owner for use of the premises; (3) a certificate of good standing (non-profit) issued by the Secretary of State within the past year or if not incorporated, a non-profit charter or copies of reports and statements filed with the Secretary of State, if a political candidate.
J. May be issued for only 10 calendar days per year;
K. Snacks or sandwiches must be available;
L. Requires posting for 10 days. Any protest shall be filed within 10 days after the initial date of notice. A hearing may be held if sufficient grounds appear to exist for denial. Any hearing will be held at least 12 days after.
