HOW TO OBTAIN A FILM PERMIT
The Denver Office of Cultural Affairs receives all initial film permit requests and insurance certificates, conducts preliminary screening and forwards materials to approving and permitting agencies.
 
Step One – Submit Film/Photography Permit Request:
To film on public property or in parks in the City and County of DenverFilm/Photography Permit Request must be received via EMAIL SUBMITAL or FAX (720-865-4315)  to the Denver Office of Cultural Affairs, at least three (3) business days (72 hours) prior to the shoot date. Requests that include street and/or lane closures must be received at least five (5) business days, prior to the shoot date.

A request must include the following information:
• date(s) and time(s) of your shoot  ex. Tuesday, August 7th, 2008 from 7:00 AM - 7:00 PM
• location(s) of your shoot
• how much equipment you will be using
• how many people on your shoot
• the nature of your project
• If requesting a Denver city or mountain park location, a completed Parks & Recreation Special Event Application, and   Film/Photography Permit Request must be submitted to their corresponding Offices at least 72 hours prior to the shoot date.
• FILM STUDENTS must present a current student ID when picking up permits.

If your script or photo shoot depicts violence, the use of guns, drugs, gangs, pyrotechnics, explosives, smoke or use of flammable liquids, include an explanation of their use under the “Nature of the Project,” on the Film/Photography Request Form. The Denver Police Department and/or Fire Department will be notified, and they may require a copy of the script before required permits or approvals can be obtained. If DPD or DFD personnel are required to be on site for your shoot additional charges will apply.

Step TwoSubmit Insurance Certificate: A Certificate of Liability Insurance must also be submitted, refer to Insurance Requirements for language and specifications that must be included. Proof of Insurance must be received by the Denver Office of Cultural Affairs by fax (720-865-4315), before any permits will be issued.

Students/Amateurs - This requirement is waived for student & amateur film projects; a Student/Amateur Insurance Waiver will be forwarded to the permit applicant after the Film/Photography Permit Request has been reviewed. This waiver must be signed and returned to the Denver Office of Cultural Affairs by fax (720-865-4315), before any permits will be issued.
 
Step ThreeObtaining Approvals and Issuance of Permits:
The Denver Office of Cultural Affairs will forward the permit request and proof of insurance to the appropriate City agencies, which review the request, provide approvals and issue related permits. You will be contacted when permits are available for pick up; or, if requested, the approving agency will fax the approved permit to the fax number on the request.
 
 Hours for Shooting or Filming - The above permits apply to shooting or filming between the hours of 6:00 a.m. and 11:00 p.m. Shooting before or after this time frame is prohibited, unless special approval is provided by the Denver Office of Cultural Affairs.

Notice of Shooting or Filming - If the filming activity may cause noise or any disturbance to the normal activity in the area where filming is to take place, the applicant must provide notice to businesses and residents of the area, as specified in the Rules and Regulations

PERMIT TYPES

PERMIT TYPES

 You may need more than one permit depending on your project.

There are four primary permits and each may require approval by multiple entities before a permit is issued. All film-related permits are free; however, there may be fees for required services, such as parking meter bagging, street closures and off-duty police officers. Please refer to the Rules and Regulations.

1) Film/Photography Permit Request is needed to film on public property or in parks in the City and County of Denver.

2) Street Occupancy Permit
or "right of-way" permit pertains to reserving portions of the following:
• Streets
• Public access way
• Sidewalks
• Alley
 
3) Parking Meter Permit & Neighborhood Signoff Sheet  pertain to covering the meters needed to facilitate a shoot and alerting the
street or neighborhood you are shooting in. 
 4) Denver Parks & Recreation Permit pertains to shooting or filming in any public park, department facility, median, and/or trail. An additional application is required for a Parks & Recreation Filming Permit. Complete and submit the application at least 72 hours prior to the date of filming/photography and submit a copy to their office.
