| Sec. 54-511. Time limits and charges. |

(a) The manager of public works or designee, shall, on the basis of study and investigation, determine and cause to be set upon a parking meter a time limit, not to exceed five (5) consecutive hours, and a charge per increment of time, for the use, as the public convenience and safety require, of a parking metered space or multi-space section. Such maximum time limitations shall not apply to parking meters placed within parking lots on city-owned property.

(b) The provisions of this section pertaining to charges for use of a parking metered space or multi-space section shall not apply to any person with a mobility impairment who operates or utilizes a vehicle with properly obtained and displayed distinguishing license plates or an identifying placard obtained by a person with a mobility impairment as prescribed by law, for the time period authorized by the parking meter or for four (4) consecutive hours, whichever is greater, regardless of the time period otherwise allowed for parking in the parking metered space or multi-space section controlled by such meter. It shall be unlawful for any person who does not have a mobility impairment to exercise the privilege defined herein.

(c) A vehicle may be parked in a parking metered space or multi-space section without operation of the parking meter on holidays, during those hours of the day when operation of the parking meter is not required and on such days as the manager of public works or designee, on the basis of study and investigation, determines and causes to be applicable to particular groups or categories of parking meters, as the public convenience and safety require.
