About the Study Area

The study area for the Northeast Downtown Neighborhoods Plan is approximately 1.5 square miles in size. A majority of the study area is within the boundaries of the Five Points Neighborhood Statistical Area (NSA), and includes the neighborhoods of Arapahoe Square, Ballpark, Curtis Park, and San Rafael, as well as the Upper Larimer portion of the River North neighborhood, the Enterprise Hill area near Benedict Fountain Park, and the westernmost blocks of Cole and Whittier.

Plan Purpose

This plan is being undertaken to provide guidance for the future of the Northeast Downtown neighborhoods. The plan is intended to be used as a guide for future policy decisions, including redevelopment, infill, and infrastructure improvements. This approach includes producing both a small area plan for the Northeast Downtown Neighborhoods study area, and a station area plan for the existing light rail stops on Welton Street as well as additional stations at 33rd Ave/Downing and 35th Ave/Downing that are proposed as part of the FasTracks Central Corridor Extension. The final work product will be an integrated land use and transportation plan for the entire study area.
