The Office of Telecommunications (OTC) is an independent agency which reports to the Denver City Council. OTC’s primary duties include:
- Monitoring and enforcing the Denver cable franchise
- Resolving all concerns and complaints with Comcast cable company
.
- Serving as the City’s policy-maker on all federal/state telecommunications issues
- Overseeing regulations of all telecommunication franchises and permits
- Negotiating terms of those franchises
- Auditing franchise payments
- Overseeing Public Access in the City
- Advising City Council and the Mayor on cable and telecommunications issues.
