A letter to Mayor Michael Hancock and City Council President Chris Nevitt describes the findings of the audit:
- The audit found instances where projects were left unfinished (with the City needing to spend additional money to complete the projects) while the contractor was paid significantly more than the original bid amount.
- The audit found that controls used in approving construction expenditures and change orders were circumvented in order to bypass the normal settlement process.
The audit also suggested that specific steps be taken to fix the problems by adopting changes to the Denver Revised Municipal Code (D.R.M.C.).
