DENVER BOARD OF ETHICS
MEETING OF FEBRUARY 23, 2006
MINUTES

  1. Chair Leslie Lawson called the meeting to order at 1:35 pm. Also present were Carolyn Lievers, Lori Mack and Ann Terry. Leonard Plank was absent.

  2. It was moved, seconded and passed unanimously to approve the minutes of the January 26, 2006 Board of Ethics meeting.

  3. Staff Director Michael Henry reported that the Board of Ethics and the Clerk and Recorder’s Office will conduct a training session for Denver registered lobbyists on June 7 from 10am to noon in Conference Room 1 D 1 of the Wellington Webb Municipal Office Building. He also asked for comments on a draft article about Denver’s ethics program that will be published in the Spotlight for Career Service employees in late March.

  4. Martin Flahive, director of the Denver Urban Area Security Initiative (UASI) presented a request for an advisory opinion and responded to questions from Board members.

  5. Luis Colon, Manager of the Department of General Services, presented a request for an advisory opinion and responded to questions from Board members.

  6. Bill Fulton, with the Center for Civic Ethics at the University of Denver, outlined a program that will take place in March and April of 2006 entitled Community Dialogues on Ethics – the Yosemite Corridor (in East Denver). The goal is to foster “ethical dialogue in communities and neighborhoods.” The Board, which has adopted as one of its goals for 2006 “to explore cooperative joint programs with the University of Denver’s Center for Civic Ethics to develop community dialogues about ethics in Denver,” voted to endorse and support this program. Board members will be invited and encouraged to participate.

  7. It was moved, seconded and passed unanimously to go into executive session to deliberate on Cases 06-2, 06-3, 06-4 and 06-6

  8. The Board adjourned at 3:30 pm following the executive session.
