Parsons Environment & Infrastructure Inc. (Parsons) is the prime contractor for the Public Works Integrated
Construction Program (PWIC), OC-82147, with the City and County of Denver (City) to manage multiple general public works projects.
This project involves several main components of work: roadway reconstruction, traffic signal replacement and a storm sewer outfall. The road reconstruction is concrete paving on University Blvd. from 6th Ave. to Cherry Creek North Drive and Josephine St. from 1st Ave. to 2nd Ave., and new traffic signals at all intersections on University Blvd. and Josephine St. from 1st Ave. to 6th Ave. The large diameter storm sewer outfall system discharges in Cherry Creek east of University Blvd. and continues north to the intersection of Josephine St. and E. 2nd Ave., then runs east to Columbine St. The outfall system includes installation of Centrifugally Coast Fiberglass Reinforced Polymer Mortar Pipe (CCFRPMP), large drainage structures including an outfall structure at Cherry Creek, and tunneling approximately 140 LF of a 78 inch CCFRPMP under University Blvd./E. 1st Ave. intersection.
Furthermore, public awareness during construction is a key element of this project. The public awareness effort will entail the selected Bidder engaging in active communication with the public by disseminating
information about the project and its impact to the local community. The audience will include residents and affected Registered Neighborhood Associations, businesses and property owners, the Cherry Creek North Business Improvement District and the Cherry Creek Shopping Center.
The City is looking for a highly qualified Contractor that can successfully demonstrate equivalent experience in roadway reconstruction, traffic signal replacement and storm sewer outfall under similar working conditions as the Cherry Creek North area with minimal impacts to scheduled events and normal operations.
All work must be conducted in accordance with all local, state, and federal requirements and permits. Construction is anticipated to start January 2, 2014 and all construction activities within the site must be completed and cleared by November 21, 2014.

Pre-Bid Meeting: Bidders must attend a mandatory pre-bid meeting on Thursday, October 3rd at 1:00 PM. The RFP will include information on the location; therefore Bidders must have an RFP package prior to the meeting.
Proposals Due: Proposals in response to this RFP will be due no later than 12:00 p.m., local time Thursday, October 24, 2013 and must be submitted to Belinda Jenkins, Administrative Manager at 1776 Lincoln St., Suite 600, Denver, CO 80203.
Minority/Women Owned Business Enterprise (M/WBE) Participation: The minimum M/WBE goal for this project is 15%. Subcontractors and suppliers certified under the City’s M/WBE program are encouraged to participate.
