REQUEST FOR LETTERS OF INTEREST
FOR
DESIGN BUILD SERVICES

The City and County of Denver (CCD), City of Aurora (COA), and Regional Transportation District (RTD), The Project Team, is soliciting Letters of Interest from companies or teams interested in providing design-build services for the Peoria Crossing Project, (Project).

GENERAL STATEMENT OF WORK:
The Project will provide a realignment of Peoria Street between East 39th Avenue and Baranmor Parkway.  An overcrossing will be required to span the existing Union Pacific Railroad (UPRR) tracks as well as the RTD commuter rail tracks currently being constructed for RTD. 

Key elements of the Project include: one new bridge structure with retained earth approaches over the noted rail lines, new road construction, minor grading, paving, signing and striping, new signals, sidewalks, curb and gutter, landscaping and aesthetics, and both temporary and permanent drainage work.

The final Request for Proposal (RFP), expected late summer of 2012, will encompass environmental commitments and mitigation measures contained in the Final Environmental Decision Document. 

Utilizing a two-step selection process, one design-build team will be selected for the Project based on a best value selection approach. The Project Team (CCD, COA, and RTD) has identified the following Project goals:
1.       To provide a safe environment for the traveling public, rail traffic, and project team personnel.
2.       Deliver the design and construction of the Project to a high level of quality within the Project budget.
3.       Work with RTD and Denver Transit Partners (DTP) to allow commuter rail system testing to begin on schedule (current DTP schedule indicates operational testing begins on January 1, 2015).
4.       Partner with and integrate the following Project stakeholders into the design-build delivery process:
    o   City and County of Denver (CCD)
    o   City of Aurora (COA)
    o   Regional Transportation District (RTD)
    o   Union Pacific Rail Road (UPRR)
    o   Denver Transit Partners (DTP)
    o   Colorado Department of Transportation (CDOT) and the Federal Highway Administration (FHWA)
5.       Implement and maintain a community outreach program during design and construction.
6.       Provide a solution that is aesthetically complimentary to the urban environment surrounding the project.
7.       Minimize impacts to the local community and maintain the flow of vehicular and pedestrian traffic through the project site with minimal disruption.

ESTIMATED COST:
This project has an overall estimated Design and Construction cost of $25M to $30M.

PREQUALIFICATION REQUIREMENTS:
Each bidder must be prequalified as a 6a Bridges at the $25 Million Dollar monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors.  This project will require Special Permission to Bid, see prequalification rules. DISADVANTAGED BUSINESS ENTERPRISE (DBE) PARTICIPATION:
Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal Statutes and Regulations regarding Disadvantaged Business Enterprise participation and all Disadvantaged Business Enterprises Utilization.  Design and Construction goals will be released in the near future.

Firms interested in receiving project information should send a Letter of Interest to the City and County of Denver Public Works Administrator, Elizabeth Zollo, by registered mail, Federal Express, United Parcel Service or similar delivery method that indicates proof of receipt, no later than June 18, 2012 to ensure that you receive future information about the Project.

The Letters of Interest will allow the Project Team to compile a list of interested companies for notices and any announcements relating to this project.

Project information meeting will be held later in June, 2012. It is anticipated that the Request for Qualifications (RFQ) will be released in early summer.
