The Department of Public Works, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for Construction Management General/Contractor (CM/GC) services for the project named above. RFQ documents will be available for download at www.QuestCDN.com eBid Document No. 5433914 at the cost of $10.00.
General Statement of Work: The City and County of Denver is soliciting Requests for Qualifications from General Contractors to provide Construction Management/General Contracting services for Lindsey-Flanigan Courthouse (Courthouse). The Courthouse is owned by the City and County of Denver and is located at 520 W. Colfax Avenue. Construction of the Courthouse was completed in 2010. On September 21, 2016, two separate sections of the Courthouse’s free-standing glass railing system inside the main lobby spontaneously shattered. The failures were on the 3rd and 5th floors on the lobby stairs and the cause is undetermined. The Project shall consist of the replacement of all of the existing tempered glass units with new glass units which meet current City and County of Denver Building Code requirements.
A Pre-Submittal Meeting will be held on December 11, 2017 at 201 W. Colfax Ave., Denver, CO 80202, local time, 9:30 a.m., in Conference Room 4.I.5, Wellington E. The Construction goal for Minority and Women Business Enterprise (M/WBE) Participation has been WAIVED for this project. This Agreement is subject to Article III, Divisions 1 and 3 of Chapter 28, Denver Revised Municipal Code (D.R.M.C.), designated as Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C. (the “M/WBE Ordinance”) and any Rules or Regulations promulgated pursuant thereto. Under § 28-72 D.R.M.C., a Design Consultant has an ongoing, affirmative obligation to maintain for the duration of this Agreement, at a minimum, compliance with its originally achieved level of MBE and WBE participation upon which this Agreement was awarded, unless the City initiates a material alteration to the scope of work affecting MBEs or WBEs performing on this Agreement through change order, contract amendment, force account, or as otherwise described in § 28-73 D.R.M.C. A participation goal has not been set for this Agreement, however, the City encourages MBE and WBE participation when available.
Prequalification Requirements: Each proposer must be pre-qualified in the Work Category of 2A-Buildings and with a Financial Limit of Three Million dollars ($3,000,000). If not already prequalified, prime contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the submittal due date. Prevailing Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
As the City’s best interests may appear, the Executive Director of Public Works reserves the right to waive informalities in, and to reject any or all, submittals.
