LEAP Heating Assistance Program

LEAP, the Low Income Energy Assistance Program, assists qualifying households by paying a portion of their heating costs. Applications are accepted November 1 - April 30 each year.

Households that qualify receive an amount based on the number of people living in the home and the household income. The program also provides emergency assistance when a family receives a shut-off notice or when heat has already been shut-off as well as weatherization services for those who qualify.
The application will be available November 1 on the Colorado Department of Human Services website HERE
To receive help from this program, you must meet all the following criteria:
  • You are a U.S. citizen or legal resident, or be part of a household with a legal resident;
  • You pay heating costs to an energy company or as part of rent; and
  • You meet the income guidelines for the season. (Guidelines are subject to change each LEAP season, so residents wanting assistance should check the guidelines on November 1 of each year.)

How To Apply For LEAP

Step 1 

Get your application between November 1 - April 30.

Step 2 

Complete the application
  • Make sure you've answered all questions and have attached all the requested information. If your application is not complete, we cannot process your request. Be sure to return the application as soon as possible; the sooner your application is received, the sooner it will be processed and a decision on your application can be made.

If you are approved for LEAP, we will provide information about payments in your approval letter. Please continue to make your heating bill and rental payments as usual. Our process takes time and you must keep your account current while waiting to hear from us.

If you apply for LEAP and receive a shutoff notice before you know the outcome of your application, or you have your heating service disconnected, notify us immediately by calling 1-866-HEAT-HELP (432-8435).

Ways to Save Energy & Money

  • Replace your furnace filter every two months during winter.

  • Keep curtains, shutters and blinds closed at night and when it is cloudy.

  • Turn down your heat; each degree you turn it down will save about 3% on your heating bill.

  • Replace incandescent light bulbs with compact fluorescent bulbs.
  • Set water heater temperatures at 120 degrees or lower.
