New Marijuana Transporter and Off-Premises Storage Licenses

Following passage of Council Bill 17-0614, Denver Excise & Licenses is now accepting applications for two new types of marijuana business licenses: Transporter and Off-Premises Storage.

Marijuana Transporter License
Any business that does not hold a marijuana business license and is transporting marijuana on behalf of a licensed business, and that has a licensed premise in Denver, must hold a valid Denver Transporter license and a valid Colorado Transporter license. Occupational license holders employed by licensed Medical or Retail Marijuana Businesses may continue to transport marijuana on behalf of the Licensed Medical or Retail Marijuana Business without holding a Denver Transporter License.

For additional information regarding a licensed premises for Transporters, please see the Colorado Marijuana Enforcement Division Industry-Wide bulletin 17-05. For Transporter licensee requirements please see MED Industry-Wide bulletin 17-04.

Businesses that would like to apply for a Denver Transporter license can find additional information on the Excise & Licenses Medical and Retail Marijuana Business Licensing websites.

  • If a Transporter has a licensed premise in Denver, the business needs a Denver Transporter license (or an Off-Premises Storage license if the premises is not the business’ primary storage facility). The premises must be compliant with all MED security requirements. No activity other than storage of finished product is allowed at these facilities.
  • If a Transporter does not have a licensed premise in Denver, the Transporter may conduct work within Denver but does not need a Denver license.
  • Transporter licenses expire annually at the local level.

Off-Premises Storage
This license must be associated with one of the following marijuana business licenses:

  1. A Marijuana Transporter license (with a primary licensed premise in the State of Colorado) that would like to have an off-premises storage location in Denver.
  2. A Denver Marijuana Business license (including a Marijuana Store/Center, Marijuana Cultivation Facility or a Marijuana Infused Products Manufacturer license) that would like to obtain an off-premises storage location in addition to their current licensed premises.

Businesses that would like to apply for an Off-Premises Storage license can find additional information  on the Excise & Licenses Medical and Retail Marijuana Business Licensing websites. Off-Premises Storage licenses have their own unique set of applications, found under the modification of premises accordion on the Excise & Licenses Medical and Retail Marijuana Business Licensing websites.

  • Testing facilities may not apply for this license.
  • Each storefront, cultivation or MIP license can only maintain one related off-premises storage license in Denver.
  • The ownership structure of an Off-Premises Storage license must match that of its associated license.
  • This license type allows for the storage of finished product only. Only finished product from the related license may be stored at an off-premises storage facility.

The storage facility must comply with all MED security requirements.
