2017 Semiannual Report

Today, the Office of the Independent Monitor (“OIM”) released its 2017 Semiannual Report. Established in 2005, the OIM provides independent civilian oversight of the Denver Police and Sheriff Departments. The OIM is led by Independent Monitor Nicholas E. Mitchell, and advised by a seven-member Citizen Oversight Board.

2016 Annual Report

Preliminary Analysis of DPD Draft Use of Force Policy

Today, Denver’s Independent Monitor, Nicholas E. Mitchell, sent a letter to Denver Police Department (“DPD”) Chief Robert White with the Office of the Independent Monitor’s preliminary analysis of the DPD’s Draft Use of Force Policy (“Draft Policy”). “By including principles of de-escalation and force avoidance, the Draft Policy makes admirable statements about the DPD’s philosophies associated with the use of force. Yet, there are also significant deficiencies in the Draft Policy that need to be addressed before it is finalized,” said Mr. Mitchell.
