City Council District 5 is located in east central Denver and serves the diverse neighborhoods of Bellevue-Hale, Crestmoor I & II, East Montclair, Hilltop, Lowry, Mayfair, Mayfair Park, Montclair, South Hilltop, South Park Hill, Windsor Gardens and Winston Downs.

District 5 is home to the Montclair Recreation Center and the Schlessman Library; as well as 2 fire stations, 2 hospitals, 12 schools, 22 parks and the Highline Canal. The Former Lowry Air Force Base has successfully transformed into a thriving community showcasing the Wings Over the Rockies Air and Space Museum, Colorado Free University, and a charming Town Center with Denver’s first beer garden.

The 9th & Colorado Redevelopment Project

In February we learned that the CU Board of Regents approved the sale of CU’s former Health Sciences Center at 9th Avenue and Colorado Boulevard in Denver to Continuum Partners, a Denver-based developer, for $30 million.

Continuum’s proposal for the 25.918-acre campus encompasses a broad range of residential, office and retail spaces with an emphasis on small and local businesses.  Continuum’s plans envision a vibrant, walkable mixed-use neighborhood that creates a memorable place, including a true “town center” with amenities including parks, plazas, and underground parking.

The closing on the sale of the property is scheduled to occur by December 2014. Continuum anticipates beginning work on the project immediately following closing and estimates that the overall project will take approximately five years to complete. At a community meeting on July 15th, Continuum’s Frank Cannon presented a revised master plan. Save the Sundial at Cranmer Park

Sundial at Cranmer ParkFor the past two years, the Cranmer Park – Hilltop Civic Association has been working with representatives of the City’s Parks and Recreation Department staff to discuss the much needed full restoration of the Sundial and the plaza area in Cranmer Park. While City funds of more than $550,000 have been committed to this project, the entire restoration project requires an additional million dollars to be raised.

Under the guidance of Councilwoman Mary Beth Susman, and with the assistance of The Denver Foundation, a new fundraising effort has launched – the Save Our Sundial campaign. With limited government funding available, the goal is to raise the needed amount through the generosity of individuals, corporations and foundations.

Denise Sanderson will be coordinating the efforts of this group, and is currently forming a committee to help with the Save Our Sundial campaign. Buckley Annex at Lowry

The 70-acre Buckley Annex property is the last remaining parcel of land to be transferred by the Department of Defense to the Lowry Redevelopment Authority at the former Lowry Air Force Base. Established in the 1970s, the Buckley Annex contained the Denver Center of the Defense Finance and Accounting Services and the Air Reserve Personnel Center with some 3,000 employees. It was announced for closure in 2005 and the property was completely vacated on September 15, 2011.

The Air Force completed transfer of the Buckley Annex property to the Lowry Redevelopment Authority (LRA) in May of 2012.

The LRA conducted a public redevelopment planning process in 2007-8 involving several community task forces and stakeholder groups. The conceptual redevelopment plan strives to balance the needs of the community, the Air Force and the City and County of Denver. The LRA will be the master developer of the site, as it has for the rest of Lowry, and will sell land to residential and commercial developers for vertical construction.

Lowry Fire Station

The new Lowry Fire station will be built with $7.8 million in Bond funding at the southern end of Lowry to meet Denver Fire response times for both Windsor Gardens and the Breaker’s complex, as well as to provide back-up on the east side of Denver. The new station will also help Denver Fire respond to fire, medical and emergency calls in the face of forecasted future population increases in the area. Design of the new facility was completed in September 2012 and is currently going through required plan check and building department code reviews. Construction of the new facility is slated to start in spring 2013, with the fire station opening in spring 2014.
Street paving is coming to District 5 this year. Thanks to Denver voter’s overwhelming support of Measure 2A in 2012, the city is able to expand paving efforts for a number of District 5 neighborhoods. This year, nearly every area east of Colorado Blvd and west of Monaco St Pkwy, and north of 6th Ave and south of 8th Ave will see their streets repaved. Additionally Monaco St Pkwy, Quebec St, and many streets in East Montclair will see repaving efforts as well.
