Zoning Permits for Commercial Projects

A zoning permit is generally required before the construction or alteration of any structure, the use of a new property or change in use of any property. The procedures are determined by the type and complexity of the project.

Requirements by Project Type

A zoning permit is required for new construction. 


The general process includes the following steps:  

  1. Schedule a pre-application meeting with Zoning staff by contacting zoningreview@denvergov.org or 720.865.3000.
  2. Submit a pre-application form.
  3. Submit application package and pay zoning fees.  See "How to Apply" at the end of this page.
  4. Zoning staff will review your project and may request revisions. Note: incomplete applications may delay processing and approval.
  5. Once your project is approved by the Zoning staff you will receive a zoning permit.

A zoning permit is required for additions to an existing structure, or for adding an accessory structure to the site. The general process includes these steps: 

  1. Submit application package and pay zoning fees.  See "How to Apply" at the end of this page.
  2. Zoning staff will review your project and may request revisions. Incomplete applications may delay processing and approval.
  3. Once your project is approved by the zoning staff you will receive a zoning permit.

A zoning permit is sometimes required for tenant finish / remodel projects.   Read the tips below to determine if a zoning permit is required for your project and / or contact us at zoningreview@denvergov.org.  Please provide basic information about the current building and your proposed changes including the use, exterior modifications, and site improvements..

  • If you are a new owner to the business or a new business/company moving into the space, start with zoning research to determine what zoning permits currently exist for the property.  If you are changing the use of the property, you will need a zoning permit.
  • If your project involves exterior work on the structure of your building, contact us to see if a zoning permit is needed.  Examples of work that may require a zoning permit include changes to windows, entrances, or outdoor lighting.

Once your application has been received, you will be contacted via phone or email to acknowledge receipt of your application, to advise you of additional materials that might be required, and to arrange payment of fees.
