Notice is hereby given that effective June 12, 2014 the Parks and Recreation Rules and Regulations amendments will be amended to address the following issues:

8A.0 
Marijuana. (39-10)  The prohibition of the consumption, use, display, transfer, distribution, sale, or growth of marijuana, as specified herein, is important to the safe and harmonious public use of Park Facilities.

8A.1: Violation: The consumption, use, display, transfer, distribution, sale, or growth of marijuana in a Park Facility is prohibited.

The Administrative Citation Rules and Regulations for the Denver Department of Parks and Regulations, as adopted May 11, 2012, are hereby amended with respect to Attachment B (Penalty Fines) to add the following fine for violation of Section 39-10(c), D.R.M.C., regarding marijuana, which fine is in accordance with Section 39-10(d), D.R.M.C.:

Marijuana     $150.00

The existing provisions in Attachment B pertaining to a second offense within one year and a third offense within one year shall be applicable to violations involving marijuana.

Washington Park

In an effort to address the increased use of Washington Park, Denver Parks and Recreation (DPR) has committed to a variety of measures aimed to protect one of Denver’s much-treasured urban parks. The goals of these measures are to help DPR better manage the park’s natural resources, allow for a wider variety of uses in the park and lessen the impact on surrounding neighborhoods.

Denver Parks and Recreation (DPR) will manage the implementation of the following changes, which begin Memorial Day Weekend 2014. Ongoing monitoring and periodic consultation with park neighbors and patrons will be used to assess the effectiveness of the changes and make any necessary adjustments or implement additional measures:

•  Drop-in permit system for organized activities on weekends and holidays.

•  Increased servicing of existing portable bathrooms and availability of plumbed bathrooms for additional hours, including after-hours for Washington Park Recreation Center bathrooms.

•  Direct park visitors to the availability of free parking in the South High School parking lot.

•  Placement of permanent and moveable signage around the park to remind park users and visitors that only 3.2 percent beer, and no liquor or glass, is allowed in the park.

•  Increased right-of-way enforcement in the adjacent neighborhoods to ticket vehicles illegally parked in driveways or in handicapped spaces.

•  With signage and volunteers in place, Denver Park Rangers will view rule violations, including alcohol violations, with less tolerance and issue more citations for violations.

•  Increased Park Ranger patrol; deploy two full-time rangers in Washington Park on weekends.

•  Deployment of DPD Mounted Patrol on high-traffic weekend days and holidays; ramped up DPD general enforcement for the park area on all weekends and holidays.

•  Reinforced DPR education and enforcement efforts with volunteer from neighbors and patrons, through independent social media and "courtesy patrols" in the park and surrounding neighborhoods.

Through a new permitting process that will begin Memorial Day weekend and will continue every weekend through Labor Day, DPR aims to better handle the number of organized activities occurring in a single area, specifically within the meadow at Washington Park.
 

• The new volleyball drop-in permit system will require obtaining a day-of permit on-site at the park

• The permits are free and a deposit is not required

• Permits will be distributed on a first-come, first-served basis and only one permit per person is allowed

• Permits will be limited: only 50 permits will be active at any given time

• There is no time limit on the permit and volleyball nets may be set up anywhere in the park except where specifically prohibited

• Each weekend, a Passive Area will be sectioned off.  Volleyball and other team sports will not be permitted within this area

• The Permit Station will be located east of the meadow

• Permit times are 10 a.m. – 7 p.m.

• Permit holders are asked to turn in their permits when they are finished with their activities.  Once 50 permits are issued, a wait-list will be created and those individuals will be contacted as permits become available.

• Due to special permitted events, drop-in volleyball permits will NOT be available on the following dates: 6/7, 6/28, 7/19 & 7/20 and 8/23.

Goals for Denver Parks & Recreation:  

•  Protect the park’s natural resources, to allow for a wider variety of uses in the park and to lessen the impact on surrounding neighborhoods

•  Manage the volume of park patrons within a designated area in order to allow DPR to properly protect the wear and tear of the terrain

•  Balance the many uses in the meadow at Washington Park, such as small family picnics, an impromptu game of Frisbee, or other leisurely activities during the weekends

In 2007, Denver voters passed the Better Denver Bond program in which $11 million dollars was appropriated for land acquisition and design services for the Central Denver Recreation Center. City Loop is a concept for a new regional play area within Denver’s City Park.  The concept is developed around a very simple assertion:  rather than the familiar bounded play area that is tucked discreetly into a corner of a park, the PORT/Indie team has imagined a distributed, fully-accessible play circuit with the capacity to activate and reorient the entire park toward a one-of-a-kind active landscape.

The City of Nairobi Park, at East 35th

Avenue and Madison, is in the process of replacing the existing playground. At the Civic Association of Clayton neighborhood meeting on October 4, 2012, Denver Parks and Recreation (DPR) and the design team of Mundus Bishop Design presented background information, historic and current context of the park, and preliminary design concepts. Design will continue through January and construction is scheduled to start late winter 2013. DPR will post an update of preferred concept in November. Flores Park Playground is being renovated!
Denver Parks and Recreation is in the process of designing an existing small playground at Flores Park. The existing equipment is outdated and in need of replacing. The new equipment will be designed to accommodate younger children that challenge their physical skills and abilities based on the latest play industry standards. The design should be complete by October 2012 and be ready for construction this fall/ winter. Garland Park Playground
Denver Parks and Recreation and their design consultants, Stream Design + Urban Play Studio presented a new playground concept for David T. Garland Park at the Cook Park Rec Center on Tuesday evening, February 12, 2013. Garland Park is in southeast Denver (S. Monaco and E. Cherry Creek North Dr.) and has two existing playgrounds that are scheduled for removal and relocated in the fall of 2013. After conducting a neighborhood survey and site analysis, the new playground concept combines the play activities into a larger, easier accessible playground near the beach volley ball courts and adjacent to the recently built restroom. Genesee Park Improvement Plan
The City and County of Denver Parks and Recreation Department is developing an implementation plan for the Genesee Park and Katherine L. Craig Mountain Park properties. The purpose of this plan is to define appropriate uses for these properties, which will be based on a natural resource and facilities assessment, interviews with stakeholders and other efforts to understand visitor needs. The result will be an integrated trails and park improvements plan, which will include sustainable strategies for long term management of natural resources and visitor use.


The plan is intended to create an overall vision for the future of recreation and preservation for the Genesee Park and Katherine L. Craig Tract properties. Furthermore, this plan will identify standards, prioritize projects, and refine strategies for implementing and monitoring this vision.

This year marks the 100-year anniversary of the creation of the Mountain Park system, and Genesee Park was the first park established in the system. It is fitting to unveil a new park plan for Genesee, as well as the Katherine L. Craig Tract, on the year of this notable anniversary. 

How Can You Help?
Throughout this planning process, the City and County of Denver will be soliciting input from a project advisory group as well as the general public to help inform the planning team throughout the planning process for the Genesee Park and Katherine L. Craig properties.  After several months of collecting information and meeting with the advisory committee, a series of alternatives will be developed for the properties, resulting in a preferred alternative that will be presented to the public.

Hentzell Park is designated a natural area due to its native vegetation, wildlife habitat and community connections.

The Denver Real Estate Office and Denver Public Schools (DPS) are currently negotiating a proposed land swap that includes 11.5 acres of land located near E. Girard and S. Havana St. Two and a half acres are in the City’s real estate portfolio and the difference of nine acres is located in the Hampden Heights Open Space (Hentzell Natural Area) which is part of Denver Parks and Recreation (DPR). The 11.5 acres will be traded for a 40,000 sq. ft. office at 1330 Fox St.. This is intended to be the future site of the City’s Domestic Violence Center which has been a high priority for Mayor Michael B. Hancock since his election in 2011. In turn, Denver Public Schools will turn the 11.5 acre parcel into a new Southeast school, funded through the school bond which was passed in the November election.

The land swap contract was approved at Denver City Council on April 1, 2013.

In 2006 the Metropolitan Denver area took an ambitious step towards more sustainable development by launching the Mile High Million (MHM) Tree Initiative. The MHM goal is to plant one million trees by 2025. Thus far 250,000 trees have been planted. There is growing recognition that trees provide long-term environmental, economic, and health benefits critical to vibrant and livable cities. Read more about the Urban Forest Assessment here.

Overland Park Improvements
The Greenway Foundation and the City and County of Denver
Parks and Recreation Department will be making improvements at
Overland Pond Park in the Spring / Summer of 2013. The improvements
are being funded through a State of Colorado “Fishing is Fun” grant and
managed by both the Greenway Foundation and Denver Parks and Recreation.

The project generally includes three elements:

#1 – Overland Pond Dock Replacement
This work involves the removal of an existing wood dock structure and replacing with a new dock structure. The old dock pier/footings will be
removed and new pier/footings will be installed. The dock is located on the south side of Overland Pond.

#2 – Accessible “Boat” Launch
A proposed accessible boat launch is planned for the site. This boat launch is located at the northern edge of Overland Pond and will consist
of a gravel trail and a faux rock/concrete structure at the pond edge. (The boat launch will be used for stocking the pond and fishing events.
The launch will also provide another accessible area to fish from.)

#3 – Warm Water Fish Habitat Creation
Three areas of Overland Pond will be excavated to create deeper warm water fish habitats in Overland Pond.
A total of 250 cubic yards of material will be excavated and hauled off-site.

We anticipate constructing these improvements during the spring/summer of 2013.

The Ruby Hill Master Plan Phase II will be a two part project.  The first part will be to develop a 60% plan set for the entire park.  The scope of Part 1 will include pedestrian circulation, multi-use path circulation, vehicle circulation and parking for large events, and the addition of an outdoor amphitheater within the park.  The scope of Part 2 concentrates on the implementation of the master plan for the upper area and will include the playground partially completed in Phase I, an outdoor activities area with volleyball and basketball courts, a skate skills area, and a new spray pad. Further improvements to the paths and connections to the proposed trails system through the entire park are also part of this scope. Construction will begin in January of 2014.

FAQ: Proposed Cross-Country Ski Trails

What is the Denver Nordic Ski Association?

The Denver Nordic Ski Association (“Ski Denver”) is a membership-based nonprofit organization dedicated providing free, public access to groomed cross-country ski trails in Denver. The nonprofit officially formed in June 2012. More info: www.skidenver.org.

What is the mission of Ski Denver?

Ski Denver’s mission is to provide access to well-maintained and sustainable cross-country ski areas in Denver, in order to encourage healthy outdoor winter activity, inspire stewardship of public spaces and enrich local communities.

What is the goal for a pilot project?

By establishing groomed skate trails and classic tracks, Ski Denver hopes to encourage skiers to remain in a defined area of a golf course and away from trouble spots such as putting greens and tee boxes, as well as private property. This will help preserve Denver’s terrific public golf courses and also will enable cross-country skiing to remain sustainable in Denver open spaces.

Will skiing be free?

Yes. Skiing will be free for the public to enjoy.

Will this cost the city money?

No. Ski Denver is raising money to buy all necessary grooming equipment and plans to groom trails with an all-volunteer staff. Annual, voluntary Ski Denver membership dues and other fundraising will support grooming operations.

How many ski days do you expect?

The Boulder Nordic Club has a 20-year history of grooming ski trails in Boulder parks. Based on historic averages reported by BNC and data gleaned for the Wellshire area, we anticipate anywhere from five to 20 ski days during the ski season.

Will golf operations be affected?

No. Skiing would only be allowed on days when golf is not possible at the course. Skiing would only occur when enough snowfall accumulates to groom courses with no impact to the ground.

What equipment will be used to groom trails?

Ski Denver is raising money to purchase a snowmobile to groom trails. The snowmobile would operate at slow speeds (less than 10 miles per hour) and only when snow conditions allow for grooming. Ski Denver plans to use similar equipment to that used by Boulder Nordic Club and others that groom trails in a residential setting.

 Will there be snowmaking?

There are no plans to incorporate snowmaking at the proposed pilot project at Wellshire Golf Course.

 Where will the trails be?

Please refer to the attached proposed course map. Access to trails would begin from the Wellshire clubhouse, and skiers would be encouraged to park at the clubhouse parking lot instead of nearby neighborhood streets.

When will trails be open for use?

Trails would be accessible from dusk to dawn on days approved by Denver Golf. 

When will grooming take place?

Grooming primarily would take place during morning hours following a significant snowfall. 

Who will monitor ski operations?

Ski Denver volunteers will monitor the course on all ski days and intermittently on non-ski days to ensure skiers are educated about rules and respectful to the course and surrounding neighborhood. Ski Denver will adjust operations as needed in consultation with the City and residents. 

Why was Wellshire Golf Course selected as the pilot?

Wellshire Golf Course was selected, in consultation with Denver Golf, for a number of factors. For one, the course is closed more days during winter than most Denver public golf courses and centrally located for public enjoyment. Also, due to its relatively high elevation and terrain, the course retains a relatively high amount of snowfall, allowing more potential ski days than most courses. The rolling terrain is ideal for an enjoyable ski experience for beginners and advanced skiers alike. And trails can be set away from private residences.

Do other cities groom ski trails on public land?

Yes, quite a few. Boulder Nordic Club has groomed cross-country ski trails in Boulder public spaces for 20 years, including at North Boulder Park where the club currently operates. The club allows free public access to the trails it grooms using similar equipment proposed by Ski Denver. Minneapolis has perhaps the most extensive network of cross-country ski trails in the continental U.S. The trails are on public golf courses and in parks and are available to the public to use. Groomed cross-country ski trails are available to residents in cities throughout snowy regions, even places with less annual snowfall than Denver. A Nordic ski center lies just 20 minutes outside of Boston. Others exist on golf courses throughout Colorado, the West, Midwest and Northeast states.

On September 25th the Westwood neighborhood, Councilman Lopez, Stream Design and Parks Planning celebrated the unveiling of the final design and renderings for the new Westwood Barnum Park.  The final design includes a variety of new amenities for the 1.2 acre park site including a new age separated playground, water play feature, group shelter, picnic lawn area, terrace overlook, perimeter walking path, court skate area and improved access to Alameda Parkway. The project is currently in the construction design phase and construction is scheduled for Spring 2013.
