New deputy manager oversees Denver Human Services, Protection and Prevention division

Denver Human Services (DHS) announces Jeffrey Holliday, MBA LCSW, as the agency’s deputy manager of protection and prevention services. Holliday has over 20 years of experience in the realm of child welfare in both the public and private sectors.

As a seasoned social worker and business professional, Holliday now oversees Denver’s child protective services, foster care services, child abuse hotline, Family Crisis Center, youth services and community programs including veteran’s services and the Denver Office of Drug Strategy.

“We have a very strong focus on process improvement and data driven decision making that is having better outcomes for kids and families involved with DHS,” Holiday said. “These processes are safely keeping families together and reunifying them more quickly, which is pretty exciting for me.”

Before joining Denver Human Services, he served as Chief Operating Officer, Director of Operations and Director of Continuous Quality Improvement at Jefferson Hills, a residential treatment center for emotionally and behaviorally challenged youth. Previously, he served on the leadership team at Arapahoe County Human Services where he was instrumental in reducing youth residential care placements and implementing Colorado’s only Title IV-E Waiver project to allow reunification priorities to not affect funding normally provided for foster care placements and adoption subsidies. 

“Denver Human Services continues to look at ways to support our service delivery structure focusing on assistance and protection and prevention”, says Penny May, manager of DHS.  “Jeff’s knowledge and expertise in human services, including child protection, will help drive the agency’s efforts in a positive direction, and provide exceptional service for vulnerable children and families in our community.”

Holliday served in the United States Army for 12 years. He graduated cum laude from Illinois State University with a Bachelor of Social Work degree in 1994. He earned an MSW from University of Denver in 1997. Holliday completed an MBA from the University of Colorado in 2011.
