Mayor Hickenlooper Names Emergency Management Director

(DENVER) Mayor John Hickenlooper announced Thursday his appointment of Justin DeMello as the new director for Denver’s Office of Emergency Management, beginning in mid-April.

“From the front lines as a first responder to the highest levels of federal disaster operations, Justin DeMello’s vast emergency management experience at both the local and federal levels will be a tremendous asset to the City of Denver,” Hickenlooper said. “We look forward to the addition of his expertise and leadership to our existing emergency management team and efforts.”

With more than 25 years of public safety and emergency management experience, DeMello has been deployed to 22 federally-declared disasters, 15 as the Federal Coordinating Officer, since joining the Federal Emergency Management Agency (FEMA) in 2003. After serving as FEMA’s Deputy Director of Long Term Recovery, DeMello is currently the Federal Coordinating Officer assigned to New Orleans recovery operations. His experience at FEMA has involved coordinating the relationships between federal, state, local officials, organizations and FEMA personnel; establishing response, recovery and mitigation operations; managing external communications regarding disaster assistance; maintaining financial oversight of operations; and managing the planning, development, review and evaluations of emergency management programs and disaster operations.

No stranger to Denver’s Office of Emergency Management, DeMello worked as an exercise and training officer for Denver from 2002 to 2003 where he was responsible for developing emergency management training courses for local officials, agencies and organizations, including the design and delivery of table-top, functional and full-scale exercises.

DeMello has extensive first responder experience, having worked for the Los Angeles County Fire Department from 1978 to 2001, rising through the ranks from firefighter to engineer to captain. He was regularly assigned to Los Angeles County emergencies including wildland fires, the firestorms of 1993, winter floods, two major earthquakes and the Los Angeles riots. As a firefighter and Emergency Medical Technician (EMT), DeMello was a member of one of the busiest paramedic squads in Los Angeles. As an engineer, he created, implemented and present emergency preparedness programs on fire safety, earthquake and flood preparedness, hazardous materials safety, and emergency medical education. As a captain, he coordinated efforts and managed public safety relationships with 60 local governments within Los Angeles County.
