Mayor Hickenlooper Appoints Chief Information Officer for the City

Mayor John Hickenlooper announced Thursday his appointment of a Chief Information Officer (CIO) for the City and County of Denver, a position that evolved through the suggestions of the Mayor’s transition team committee on technology.

“In order to better use emerging technologies to modernize our city government, improve our efficiencies and employee resources, and deliver the highest level of customer service, we wanted a creative, innovative and visionary technology leader to guide the transformation of our information technology infrastructure and electronic government systems,” Mayor Hickenlooper said. “We were fortunate to find the ideal blend of technology expertise, strategic planning background, and management experience in Michael Locatis.”

As Chief Information Officer, Locatis will direct technical, professional and management personnel engaged in the optimization and unification of e-government resources to meet the City’s internal and external business needs while achieving the best value. He will help facilitate the formation of departmental business plans, helping to define short- and long-term e-governmental needs. In addition, he will be responsible for the research and analysis of emerging technologies, for the establishment of enterprise standards and for re-engineering business processes to streamline services. Locatis will provide enterprise-wide direction for the integration of new technologies into the City’s infrastructure, including voice, data and video telecommunications systems - while overseeing enterprise technology purchases, their implementation and technology-related customer service. He will officially begin work on Monday, March 1, 2004.

Chief Information Officer: Michael W. Locatis

A highly cross-functional executive with over 22 years of extensive information technology, financial management, and strategic planning experience, Michael Locatis is a hands-on manager with the proven ability to lead within all levels of an organization ranging from operations center to the board room.

Locatis has spent the past two years with Time Warner Inc., most recently as Senior Director of Enterprise Technology Strategy for the cable subsidiary. In this capacity, he managed the technology strategy and architecture development creating a foundation for transforming Time Warner Cable’s customer service delivery systems, including the alignment of call center, web and retail customer facing systems. Locatis recently led the technical aspects of an enterprise software selection process to provide standardized advanced agent desktop capabilities to over 8,000 customer service agents nationally in over 100 Time Warner Cable customer contact centers serving over 10 million customers in an effort to improve service and expand contact capabilities. Before that he managed the application development team responsible for application integration, technical deployment and production support of PeopleSoft enterprise resource planning (ERP) applications for over 30 divisions, corporate and Time Warner Cable shared services. In addition, Locatis co-led the development of the CIO Strategy Advisory Council, a group of Time Warner Cable business and technical leaders selected to provide input to next-generation enterprise systems.

As a technology strategy consultant, Michael worked for CableLabs, a Colorado-based nonprofit research and development consortium dedicated to pursuing new cable telecommunications technologies, providing technology strategy input and program management for their CableB2B and Operational Support System improvement initiatives. Locatis also served as a consultant to Siemens, an international company that tailors platforms, solutions and service package for broadband and multi-service access, developing a business case for the North American market launch of broadband residential gateway products and support services.

At MobileForce Technologies, Inc., a pioneer in mobile workforce management and wireless workforce technologies, Locatis held various executive roles and was instrumental in shaping the technology vision and product development strategies for the company’s full range of wireless workforce products.

Locatis was an early employee at ConferTech International, a successful Colorado-based leader in voice, video and data conferencing technology and services. In his more than eight years at ConferTech, Locatis served as Corporate Controller, Director of Information Technology and Telecommunications, Vice President of Business Development and Senior Vice President of the Wholesale Services Division. During his tenure the company grew to more than 600 employees. While in charge of the Wholesale Services Division, Locatis led the redevelopment of an aging Denver-area mall to house a state-of-the-art conferencing call center employing over 150 people.

Locatis began his career with Texas Instruments where he first developed his passion for technology. Active in the promotion and education of IT & telecommunications issues, Locatis was a speaker and co-panelist with the British Telecom, Verio and Cisco at SuperComm 2000 and an advisor to TeleStrategies 2001 conference development on Telecom Supply Chain Issues.

 
Locatis received his bachelor’s degree in business with accounting emphasis from the University of Nebraska and his MBA from Colorado State University. He has also completed course work toward a dual Masters degree in information technology and telecommunications from the University of Denver. In addition, Locatis is a certified public accountant.
