New Deputy City Attorney Named


Mayor John Hickenlooper and City Attorney Cole Finegan announced Wednesday that local attorney Michelle Lucero will be appointed as Deputy City Attorney. As Deputy, Lucero will serve as Finegan’s second-in-command and oversee the administration of the City’s Department of Law, currently consisting of 94 attorneys, 87 support staff, and 11 victim assistance staff.

“Michelle’s esteem in the legal community - and the Denver community at large - speaks for itself,” Hickenlooper said. “With her proven legal experience in both the public and private sector, she will be an extraordinary addition to the City Attorney’s office and to the City as a whole.”

Currently the Associate General Counsel and Director of Employee and Labor Relations at Centura Health, Lucero will begin her new role on November 4, 2003. (Detailed biographical information about Lucero is included below.)

“Michelle’s past work for the City and her extensive background in employment law will enable her to hit the ground running,” Finegan said. “Our goals for the City and for our office are ambitious, and Michelle will be an important player in achieving those goals.”

Hickenlooper and Finegan also thanked former Acting City Attorney Helen Raabe for her contributions both in that role and as the immediate past Deputy City Attorney. Raabe will continue her service as an Assistant City Attorney in the Department of Law’s Land Use and Revenue Practice Group.

“Helen has proved to be an outstanding public servant throughout her years of service to the City,” Finegan said.

Finegan also announced that Assistant City Attorney David Broadwell will take on new additional responsibilities, beginning November 3. Broadwell, a veteran attorney in the administrative branch of the Law Department, will now serve as the City Attorney’s primary liaison to City Council. Broadwell will also assist City Attorney Finegan and Deputy City Attorney Lucero in the overall administration of the Law Department, while continuing to focus on special projects for the City.

“David is invaluable to the City Attorney’s Office, and we are pleased that his role will be expanded,” said Finegan.

Deputy City Attorney: Michelle Lucero

In her role as Associate General Counsel and Director of Employee and Labor Relations for Centura Health since 2001, Lucero was responsible for employment and labor matters for Centura’s 12,000-employee workforce, including collective bargaining agreements, employment and health-related compliance issues, contracts and training.

Prior to her work at Centura, Lucero served as a Contract Attorney for Graphic Packaging Corporation, Inc. and as a Human Resources Litigation/Advice Attorney for US WEST, Inc.

From 1996 to 1999, Lucero was Assistant General Counsel at Denver Health and Hospital Authority where she worked with all employment law related issues for over 3,000 employees in two separate personnel systems.

Lucero previously served as a Staff Attorney for the United States Securities and Exchange Commission and as an Assistant City Attorney for Denver in both the Employment Law and Criminal Law sections. Lucero began her legal career at the Denver-based law firm of Davis, Graham & Stubbs.

Active in the community, Lucero was appointed by former Mayor Wellington Webb to the City’s Latino Advisory Council and currently serves as an elected member of the Denver Soccer Club Board of Directors, an elected parent member of the Edison Elementary School Collaborative Decision Making Committee, a member of the Alumni Board of Directors for the University of Colorado School of Law, and an elected member of both the Denver Hispanic Bar Association Board of Directors and Colorado Hispanic Bar Association Board of Directors.

Lucero received her bachelor’s degree in political science and economics from Rockhurst College in Kansas City, Missouri, and her law degree from the University of Colorado at Boulder, where she was president of the Student Bar Association.
