Mayor Hancock announces three administration appointments

DENVER – Mayor Michael B. Hancock today announced the appointments of three strong leaders to top positions in his administration. The appointments include former Denver City Councilman Doug Linkhart, who will become the Manager of Environmental Health.

Mayor Hancock also appointed Chuck Fredrick as the Chief Information Officer (“CIO”) and Kent Rice as the Director of Arts and Venues for the City and County of Denver.

“Doug is a longtime, trusted steward of our City and I am honored and pleased he is joining our team,” Mayor Hancock said. “Doug is a proven leader and a neighborhood champion who will always keep the health of Denver families and communities at the forefront of every decision he makes.”

A former state legislator and at-large Denver City Councilman, Linkhart has over 18 years of public policy experience.

“I am excited to be a part of the Hancock administration,” Linkhart said. “I look forward to pursuing my number one passion – the health and well-being of Denver residents and our environment.”

Linkhart served as an at-large City Councilman from 2003 to 2011. He previously served in the Colorado House and Senate from 1994 to 2003.

Mayor Hancock announced the appointment of Fredrick as Denver’s Chief Information Officer and Rice as the Director of Arts and Venues. Both have held these positions in an interim capacity prior to their appointments.

“This administration is working diligently to deliver a world-class city where everyone matters and I am looking for the best and the brightest to help achieve this goal,” Mayor Hancock said. “Chuck and Kent are trusted leaders, committed to the City and County of Denver and their departments and dedicated to making our city better, faster and stronger.”

Chuck Fredrick has been serving as Denver’s interim Chief Information Officer for the past eight months. Before serving as interim CIO, Fredrick was Deputy CIO and Director of Enterprise Applications.

Before that, Fredrick held the positions of Chief Technology Officer and Deputy CIO for Douglas County and held several IT management positions at Nextel Communications. Fredrick also served as an officer in the U.S. Air Force, where he received an honorable discharge as a Captain.

A Denver native, Kent Rice was appointed as Director of Theaters and Arenas in August of 2010 by then Mayor Hickenlooper and reappointed by then Mayor Vidal. Rice has overseen the merger of the division with the Denver Office of Cultural Affairs to create Arts and Venues Denver.

Before working for the City, Rice accumulated more than 25 years of experience managing communication and media companies.  He was CEO of Starz Animation, overseeing production of animated movies and TV series, including The Simpsons and King of the Hill, and ran companies for Denver-based Liberty Media and Time Warner Cable.
