About the Denver Office of Economic Development (OED)

The Denver Office of Economic Development (OED) is dedicated to advancing economic prosperity for the City of Denver, its businesses, neighborhoods and residents. Our purposeful and intentional approach to economic development is designed to broaden the tax base, stimulate balanced growth, increase the availability and affordability of housing, revitalize neighborhoods, and develop a skilled workforce for our region’s employers. Working with a wide variety of community partners, we work to build and sustain an economic culture that reflects values of innovation and sustainability.

Working in concert with every agency in the City and County of Denver, we are intent upon delivering a world-class city where everyone matters. 
 
From small business financing to regulatory assistance, employee recruitment, Enterprise Tax Zone Credit assistance and a myriad of other services, we serve as a resource to help businesses thrive. We also help promote small and disadvantaged businesses by providing access to contracting opportunities within Denver through a rigorous certification process.
 
We facilitate the development of viable urban neighborhoods by providing quality affordable housing, an enhanced living environment, and expanded economic opportunities for low- and moderate-income residents. We fund organizations that increase the number of units of affordable housing and provide technical assistance as well as funding for neighborhood revitalization.

Through our operation of the Denver Workforce Centers, our agency offers specialized employment and training services that meet the recruiting and training needs of businesses, jobseekers and youth throughout the metro area.

 Paul Washington, Executive Director
Prior to his Mayoral appointment in 2011, Paul was the president of LJS Holdings LLC, a leading finance advisory firm that specializes in international mergers, acquisitions and investment banking. Paul began his professional career as an attorney at the law firm of Hogan Lovells, specializing in large merger and acquisition transactions. Paul earned his B.S. in business (finance) from the University of California at Berkeley and received his JD from that institution’s Boalt Hall School of Law, where he was president of the graduate student body. He also earned a Masters degree in taxation from the University of Denver.

John Lucero, Deputy Director
With more than 20 years of experience in management, operations, marketing and development, John currently serves as the Deputy Director of OED. A Mayoral appointee since 2010, Lucero directs special projects and real estate development activities for OED. As an champion of affordable, private property and fair housing rights, Lucero has successfully advocated for the interests of local small businesses, nonprofit organizations, property owners and neighborhood associations.

Amy Mueller Edinger, Chief Operating Officer
Overseeing day-to-day operations, Edinger strengthens OED’s capacity to achieve its strategic plan goals for business recruitment, retention, housing, neighborhoods, strategic lending and workforce development. Her experience includes serving as Deputy Chief of Staff to former Mayor John Hickenlooper as well as Deputy Manager for the Department of Public Works. More recently, she led government relations for Kaiser Permanente Colorado. Other past positions include Policy Advisor for the City of Boulder as well as Legislative Director to former Governor Roy Romer. Edinger earned her bachelor’s degree in Political Science from Colorado State University and her master’s in Public Affairs from the University of Colorado-Denver.

OED's executive and primary offices are located in the Wellington Webb Building, 201 W. Colfax, Denver CO 80202. We are located on the 7th floor. From the elevators, walk west (left) to our reception desk. Our office hours are 8 a.m. to 5 p.m. The main phone line is 720-913-1999.
