 Budget Furlough Minimize

The City will be participating in five mandatory Budget Furlough days in 2012. The following is to help you manage your budget furlough week while remaining in compliance with all necessary rules and laws. For additional information on Budget Required Furlough, please see CSA Rule 11.

During a mandatory budget furlough week, employees may only receive 32 paid hours for the week to achieve the intended budget savings.
 
To make this easier to understand, we have broken this up to what it means for each employee type:

Exempt Employees

For the week of the budget furlough, exempt employees become hourly employees, and are paid for the hours that they work or leave that they take. If their paid hours are under 32 hours, their pay check will be short for the hours under 32 in addition to the eight hours of budget furlough. If an exempt employee has over 32 paid hours in their time card, budget furlough will be deducted the difference.  

If you are an exempt employees who works a flex schedule, meaning that you work nine hour days with a flex day every two weeks, you MAY NOT work your flex schedule the week of a budget furlough. You must also have no more or no less than 32 paid hours for the week.



Non Exempt Employees

Non exempt employees are paid for the hours that they work or leave that they take. If their paid hours are under 32 hours, their pay check will be short for the hours under 32 in addition to the eight hours of budget furlough. If a non-exempt employee has over 32 paid hours, budget furlough will be deducted the difference.

If you are a non exempt employee who works a flex schedule, meaning that you work nine hour days with a flex day every two weeks, you will receive an email with instructions. If you do not receive an email with instructions, this means that we do not have on record that you work a flex schedule. Please contact CitywideAdmin.Help@denvergov.org with questions.
 
If you are a non exempt employee who works four 10 hour days, you must also have no more or no less than 32 paid hours for the week of the budget furlough. You will NOT receive an email with additional instructions.



On-Calls, Interns and Seasonal Employees

On-call, seasonal and interns are paid for the hours that they work. A holiday or budget furlough will not be entered on your timecard. If you would like it to be noted that you did not work the day of the budget furlough, to assist the City in cost savings, please ask your supervisors to use the Pay Code: Informational Only and add a comment with Budget Furlough in the note.

 
 Budget Furlough and Retirement Minimize

How do furloughs affect my retirement plan?

The salary component that goes into the benefit calculation formula uses the average of the highest consecutive 36 months of salary history.   Therefore, employees who experience a furlough day without pay in their final 36 months of employment will have a somewhat lesser amount. At the individual employee's option, they may choose to have their daily salary calculated by DERP, and pay to DERP the 15% of payroll contribution that would have been received by DERP had they worked and been paid for that furlough day. Please note there are a few City functions which operate around the clock and may need to set different furlough dates to ensure uninterrupted operations, but that will be coordinated through your department head and Citywide Payroll.
