District Four Command Staff

Commander Sandoval

District Four is commanded by Rudolf Sandoval, who is responsible for and directs the overall operation of the district. The operation is divided among four lieutenants, 17 sergeants, 16 corporals/field training officers and 89 police officers. Additionally, District Four was selected as the pilot program for decentralization of police services and has 11 detectives and 2 detective sergeants as part of the staffing. 

Lieutenant. Covey "Ed" Hall

Lt. Covey "Ed" Hall is the Administrative Lieutentant to the commander of the District Four Police Substation. His responsibilities include the overall supervision and direction of the districts decentralized Investigative Unit, the Community Resource Officers, the High School Resource Officers, Crime Analysis Unit, and Neighborhood SCAT Teams One and Two.

Detail One (9 p.m. to 7 a.m.) is commanded by Lieutenant James Williams. As the shift commander, he is responsible for all police services occurring in District Four during his tour of duty. Lieutenant Williams is also a neighborhood liaison for sector one, including the neighborhoods of Barnum West, Barnum, Valverde, Westwood and Athmar Park.

Detail Two (6 a.m. to 4 p.m.) is commanded by Lieutenant David Afshar. As the shift commander, he is responsible for all police services occurring in District Four during his tour of duty. Lieutenant Afshar is also a neighborhood liaison for sector three, including the neighborhoods of Mar Lee, Ruby Hill, Harvey Park, College View, South Platte, Bear Valley, Harvey Park South, Fort Logan and Marston.

Lieutenant Marshall is also a neighborhood liaison for sector two, including the neighborhoods of Baker, Speer, Washington Park West, Overland, Platte Park and Rosedale.
