Public Outreach

In order to meet the objectives of the Denver Strategic Transportation Plan, it was essential to develop the plan through a collaborative planning process that involved the public in key decisions throughout the plan development.

The public outreach process was designed to:

  • Identify all stakeholder issues and interests
  • Determine shared community values and desired outcomes
  • Develop performance measures for evaluating strategies based on community values
  • Involve stakeholders in evaluating strategies
  • Develop a plan with the support of broad range of stakeholders

Incorporating citizen suggestions, concerns, and needs into the planning process and outcomes resulted in better decisions with greater support. Comments and involvement in the study helped shape the study's priorities and decisions.

There were several avenues for public input, including:

The Technical Committee was a group of technical experts who advised the Denver Strategic Transportation Plan. The Committee provided oversight on technical analysis (including analysis methodology and results, performance criteria, capacity constraints, signal optimization, and system modeling); feedback on technical results, strategy development and implementation; and advice on the best way to approach and execute the work. The purpose of the Technical Committee was to provide technical advice and direction to the study process and to gain consensus on technical decisions to be recommended to the City of Denver.

The Committee was comprised of representatives from the public partner agencies of City staff, technical staff from regional agencies (CDOT, RTD, and DRCOG) and technical experts from the consulting community serving on a pro bono basis

To ensure a successful Strategic Transportation Plan for Denver, the planning process receivef organized and regular input from the public. The Advisory Committee was designed to serve as a major facet of public input for the Strategic Transportation Plan. Its members represented a wide-range of specific stakeholders who had a distinct interest in the outcome of the process.

The Advisory Committee provided advice on policy and political issues, general plan direction, and consistency of the Strategic Transportation Plan with Blueprint Denver. The Advisory Committee was comprised of external and internal stakeholders, who were appointed by the Mayor to make recommendations to the Manager of Public Works. Membership included City Staff, City Council members, and interested citizens.

The second round of Focus Group meetings for the three Pilot Travel sheds were held on January 31 and February 1.

Focus Group Discussion #1

Webb Building


The public participated in a focus group discussion for an in depth study and analysis of the three, selected pilot locations, called "Travel Sheds". The focus group started with a brief overview, and then broke into three smaller groups for focused discussion on the specific travel sheds:

  • Room 4.I.3: "West Side" Travel Shed 4, Colfax to 6th Avenue, Sheridan to I-25
  • Room 4.I.4: "Central Denver" Travel Shed 13, Downing to York, 40th to I-25
  • Room 4.I.5: "Quebec Area" Travel Shed 16, Monaco to Yosemite, Smith Road to Alameda 


Five town meetings were held to solicit community input. Each meeting had a specific project focus and objective.

The format of each town meeting was designed to maximize public participation. In some cases there was a series of Town Meetings that were held at more than one location in Denver to encourage participation from a broad range of interests. Meeting dates and locations were advertised on Channel 8 and via the website as they were determined.

Town Hall Public Meeting #1
Tuesday, June 28, 2005 from 4:00pm - 6:00pm
Denver staff conducted the first Town Hall Public Meeting for the Strategic Transportation Plan (STP) in the large 4th floor conference rooms of the Webb Building (4.G.2/4.F.6). The Webb building is located at 201 W. Colfax Ave., Denver, CO, 80202. View meeting notes [pdf 40kb]

Town Hall Public Meeting #2
Thursday, November 3rd from 4:00pm - 6:00pm
Denver staff conducted the second Town Hall Public Meeting for the Strategic Transportation Plan (STP) in the large 4th floor conference rooms of the Webb Building (4.G.2/4.F.6). This meeting was open to the public. The project team provided an update on the planning process and attendees were given an opportunity to suggest improvements for consideration and evaluation. A similar forum was held in conjunction with the INC meeting on Saturday, November 19, from 10:30-noon. View the revised list of public suggestions [pdf 16kb.]

Open House Meeting #3
Tuesday, February 21st, 5:30-7:00 p.m.
Webb Municipal Building, 4th Floor Conference Room
This town meeting followed an open house format with work stations set up for each Travel Shed, the next areas of specific study. The work stations provided an opportunity to identify current transportation issues and concerns in each of these areas:

Tuesday, May 9th, 5:30-7:00 p.m.
Webb Municipal Building, 4th Floor Conference Room
This town meeting included a short presentation summarizing the initial findings for the next five areas of study (travel sheds) evaluated in the process. Work stations identified current transportation concerns in the remaining areas to be studies. View meeting minutes [pdf 46kb]
