DOSP Grantmaking

The Denver Office of Strategic Partnerships manages approximately $2 million dollars each year for the 20-year period from January 1, 2007 through December 31, 2026 from the Public Service Company of Colorado (Xcel Energy) as part of the Xcel Energy Franchise Agreement with the City and County of Denver. These Xcel Energy Assistance Funds are targeted for low-income energy efficiency programs for individuals and nonprofit agencies.

DOSP administers Xcel Energy Assistance Funds according for such priorities as subsidizing nonprofit energy efficiency programs, low-income single unit and multifamily housing energy audits, energy efficiency, summer cooling, and weatherization programs, the creation and preservation of energy efficient low-income housing, the creation of energy efficient multi-tenant nonprofit centers and/or other projects as authorized by the Facilities and Energy Efficiency Advisory Board. These funds are used primarily for nonprofit and community based efforts.

Facilities and Energy Efficiency Advisory Board:
Prioritization and distribution of the Xcel Franchise Funds is overseen on an annual basis by the Facilities and Energy Efficiency Advisory Board. This board, made up of representatives from nonprofits, for-profits, City agencies, and City Council, is appointed by the Mayor of Denver and serve three-year terms.

2014 Funding Awards

Nonprofit Energy Efficiency:

Energy Outreach Colorado
To provide energy audits, weatherization upgrades, and development of energy education plans for 20 nonprofit facilities in the City and County of Denver.  

iCAST  
To provide energy audits, weatherization upgrades, and energy education for 8 nonprofit facilities in the City and County of Denver through the ResourceSmart for Nonprofits Program.

Residential Energy Efficiency:

Denver Urban Renewal Authority
To provide energy audits, weatherization upgrades, and resident education for 28 single family units that are part of DURA’s Emergency Home Rehabilitation Program and Single Family Rehabilitation Program.   

Energy Outreach Colorado
To provide comprehensive energy audits and fund cost effective energy efficiency upgrades while providing resident energy conservation education for affordable multi-family housing communities in the City and County of Denver.  Services will impact 450 units. 

Groundwork Denver
To provide energy audits, assistance applying for state weatherization program or direct weatherization services, resident education for low-income single and small multi-family units in the City and County of Denver, with a special focus on Spanish speaking populations. 190 households will receive energy audits and 60 households will receive direct weatherization upgrades.

Mile High Youth Corps
To provide energy assessments and minor energy efficiency upgrades to 725 low-income single and small multi-family units in the City and County of Denver and refer those needing more intensive weatherization services to other programs.
