The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:
The City and County of Denver (City) is soliciting qualifications from interested firms to provide Construction Management/General Contractor (CM/GC) services for the planned new build of Denver Fire Station 40, located at 56th Avenue and Telluride Street. The goal of the project is to reduce fire response time in the Northeast Denver community. Primary scopes of work include apparatus bay, living quarters, decontamination area, technology communication systems, traffic signal, communication tower, landscaping, and water quality.
The project described above is part of the 2017 Elevate Denver Bond Program, which is a 10-year, $937 million general obligation bond program approved by voters in 2017. The program will enhance the City and County of Denver by providing critical improvements to the City’s infrastructure – improving our roads, sidewalks, parks, recreation centers, libraries, cultural centers, public-owned buildings and safety facilities. Minority and Women Business Enterprise Participation: Article III, of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) grants authority to the Division of Small Business Opportunity (DSBO) to establish participation requirements under the Minority and Women-Owned Business Enterprise (MWBE) Program as related to expenditures and related contracts by and through the City and County of Denver. The participation requirement for this project is:
20% Minority and Women-Owned Business Enterprise (MWBE)
The requirement must be met with certified firms, §§ 28-62, 28-66, D.R.M.C., or through the demonstration of a sufficient good faith effort. §§ 28-60, 28-64, D.R.M.C. A proposed MWBE Equity, Diversity, and Inclusion Plan (MWBE EDI Plan), also known as a Utilization Plan, from shortlisted firms only as part of the response to the Request for Proposals (RFP) and will be scored. DSBO’s approval of the MWBE EDI Plan will be required prior to contract execution.
Prequalification Requirements: Each contractor must be prequalified in category 2A General Building - Unoccupied at the $15,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted their prequalification application(s) a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.
As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
