The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:
Denver’s Department of Transportation and Infrastructure is seeking a Construction Manager / General Contractor to provide services for the Morrison Road Improvement G.O. Bond project (Elevate and Rise). The project includes the rehabilitation of Morrison Road and will provide additional traffic calming and pedestrian amenities and enhancements from Nevada Pl. to east of Sheridan Blvd., the construction of two pedestrian plazas at Newton St. and Osceola St., and the reconstruction of intersections along Morrison Road as envisioned by the 2017 Morrison Road Streetscape Implementation Plan and approved by Denver voters. The general objective for the CM/GC Team is to provide constructability, value engineering, and cost estimation in the Preconstruction Phase, followed by a Guaranteed Maximum Price proposal and, if approved, construction and construction management services in the Construction Phase.
The project is part of the 2017 Elevate Denver Bond Program, which is a 10-year, $937 million general obligation bond program approved by voters in 2017. The program will enhance the City and County of Denver by providing critical improvements to the City’s infrastructure – improving our roads, sidewalks, parks, recreation centers, libraries, cultural centers, public-owned buildings and safety facilities. This project is also part of the 2021 RISE Denver Bond Program, which is a 10-year, $260 million general obligation bond program approved by voters in 2021. The program will drive economic recovery by creating thousands of jobs, investing in local businesses, and bringing critical infrastructure and community assets to historically underserved areas of the city. Through four different categories of infrastructure projects, RISE Denver will serve our most vulnerable residents and unhoused neighbors, increase mobility and safety in our neighborhoods and accessibility within city facilities, and preserve Denver’s history and culture through building restorations. Workforce development programs promote economic growth through the coordination of public, private, and nonprofit sector resources to support a combination of education and training services to prepare individuals for work and to help them improve their prospects for entering and succeeding in the labor market. Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.
As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
