General Statement of Work:

In November 2022, a citizen-led ballot initiative approved by voters, known as Denver Deserves Sidewalks and Ordinance 307, shifted the responsibility of sidewalk construction, reconstruction, and repair to the City and established a fee the City will assess on property owners to fund the sidewalk work.  The Department of Transportation and Infrastructure (DOTI) expects to begin issuing billings and collecting fee revenue in early 2025 to fund the construction, reconstruction, and repair of sidewalks in the City.  DOTI is procuring a multi-disciplinary team to provide On-Call Professional Services to support the administration and implementation of the Sidewalk Program.

An in-person, mandatory Pre-Submittal Meeting will be held at 1:30 p.m. local time, November 7, 2024. Location of the meeting: 4th floor lunchroom of the Denver Wastewater Management Building, 2000 W. 3rd Avenue, Denver, CO 80223. Consultants are responsible for any information conveyed at this meeting.

Deadline to Submit Questions: December 5, 2024, at 11:00 a.m. local time.

Submittals must be received by 2:00 p.m. local time on December 20, 2024 via the online electronic bid service through www.bidnetdirect.com//cityandcountyofdenverdoti. Late submissions will not be accepted.

Minority and Women Business Enterprise Participation:

Article III, of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) grants authority to the Division of Small Business Opportunity (DSBO) to establish participation requirements under the Minority and Women-Owned Business Enterprise (MWBE) Program as related to expenditures and related contracts by and through the City and County of Denver. The MWBE participation requirement for this project will be established on a Task Order by Task Order basis.

The requirement must be met with certified firms, §§ 28-62, 28-66, D.R.M.C., or through the demonstration of a sufficient good faith effort. §§ 28-60, 28-64, D.R.M.C. A proposed MWBE Equity, Diversity, and Inclusion Plan (MWBE EDI Plan) is required and will be scored. DSBO’s approval of the MWBE EDI Plan will be required prior to contract execution.

Miscellaneous:

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.

General:

As the City’s best interests may appear, the Executive Director of DOTI reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
