General Statement of Work
The City and County of Denver (City) Department of Transportation and Infrastructure is soliciting Requests for Proposals from Consultant Teams to provide On-call Professional Services: Specialty Services; Category 1 – Landscape Architectural Services, Category 2 – Sustainable Engineering Services (EV charging and building electrification), Category 3 – Roofing Design. Architectural and/or Engineering firms are asked to partner with sub-consultants, when needed, creating a complete Design Team capable of providing specialty landscape architectural and engineering services in response to numerous and varied projects arising within the City. The Agreement for On-call Professional Services: Specialty Services will have a three-year term and will have a contract limit of $3,000,000 for Category 1 and $1,500,000 for Category 2 & 3. Projects will be initiated by issuing task orders to the contract with the aggregate fee for all task orders limited to $3,000,000 for Category 1 and $1,500,000 for Category 2 & 3. The City reserves the right to issue Proposal Requests to multiple On-Call Consultant Teams for a single Task Order.

Small Business Enterprise Goal
Article VII, Chapter 28, of the Denver Revised Municipal Code (D.R.M.C.), states the Director of the Division of Small Business Opportunity has the authority to designate expenditure contracted by the City and County of Denver to the SBE defined pool program. The Director has designated this solicitation as a small business defined pool procurement and in accordance with the SBE Ordinance requirements.
Award will be strictly limited to currently certified City and County of Denver Small Business Enterprise (SBE) Firms in accordance with Section 28-205, D.R.M.C. The SBE contractor/consultant self-performance requirement is 30%.

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.
As the City’s best interests may appear, the Manager of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
