The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) to identify qualified bidders for Ellie Caulkins Opera House Seating and Titling Replacement Project. General Statement of Work:
The City and County of Denver (City) is soliciting qualifications from interested firms to qualify for bidding eligibility on the Ellie Caulkins Opera House Seating & Titling Replacement Project. The goal of the Project is to remove and replace current extent of seating, electronic libretto system (ELS), and seat wagons in the Ellie Caulkins Opera House. This project is being procured through a two-stage bid approach of RFQ and construction hard bid, as recommended by the Manager of DOTI Contract & Procurement and Director of DOTI IA due to the specialized experience required for the project.
The venue seat count is 2,188 and will be unchanged with improvements. While the majority of the seats are uniform in design, 8 deviations are required. The new titling system will primarily be a supra/super titling system, with the existing system being integrated into all individual seat backs. The seat wagons are 6 custom-fabricated modular wagons, mounted on a hydraulic lift, to add additional seating when an orchestra is not part of the performance. Each wagon will hold electric and seats. The Ellie Caulkins is a historically-designated structure, although the scope of this work is not anticipated to cause any additional historic review.
Mandatory Site Visit will be held at 9:30 – 11:00 a.m. local time, November 20, 2024. In conjunction with the site visit, pre-submittal information will be discussed. Location of the site visit: meet at Stage Door entrance to the Buell Theater, located at 1345 Champa Street, Denver, CO 80204. All attendees will need to pass through the security checkpoint at the stage door entrance. A form of state issued ID and metal detector screening will be required to enter the building. R.S.V.P. is required to attend the site visit. Please R.S.V.P. with number of attendees to doti.procurement@denvergov.org by 4:00 p.m., November 18, 2024. Due to space constraints, maximum number of attendees per firm is five (5). Consultants/contractors are responsible for any information conveyed at the site visit.
Deadline to Submit Questions: November 22, 2024, at 2:00 p.m. local time.
Submittals must be received by 2:00 p.m. local time on December 17, 2024 via the online electronic bid service through www.bidnetdirect.com//cityandcountyofdenverdoti. Late submissions will not be accepted.
Minority and Women Business Enterprise Participation: There is no goal for this RFQ, but there will be a 2% MWBE goal applied to the construction hard bid (Stage 2).
Prequalification Requirements: Prior to submitting the construction hard bid for Stage 2, each bidder must be prequalified in category 2B GENERAL BUILDING - OCCUPIED BUILDING at or above the $6,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors.
Each bidder must have submitted a prequalification application a minimum of ten (10) calendar days prior to the construction hard bid due date. Applications must be submitted via B2Gnow. Prevailing Wage and Minimum Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC. City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.
General:
As the City’s best interests may appear, the Executive Director of DOTI reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
