General Statement of Work:

The City and County of Denver (City) is seeking qualified contractors/consultants to perform integrated construction services for implementation of the Enterprise 307 Sidewalk Program. The work is defined as what is required to implement City sidewalk projects in support of the Ordinance 307 Sidewalk Program for no longer than three years while the City assesses the long-term delivery model for the Program. The intent of this solicitation is for an on-call contract for a 3-year term that is intended for near-term construction implementation of sidewalk infrastructure. Concurrent with this construction work will be a citywide sidewalk Master Plan to identify full Program needs and to help to inform the long-term Program delivery. The overview of the scope of services includes preconstruction services, construction procurement services, construction, and construction management services. The successful proposer(s) will be issued individual project Task Orders for professional services scopes and individual project Work Orders for construction. The sidewalk work is generally contained in three (3) categories. (1) sidewalk gap projects that construct sidewalks in the City where sidewalks do not currently exist, (2) sidewalks that are deficient to current standards, and (3) Sidewalks in need of repair. The City is also currently procuring a Program Management Team to support the Ordinance 307 Sidewalk Program. The successful proposer(s) will be required to work closely with the City Program Management Team to ensure the success of the Ordinance 307 Sidewalk Program.

Minority and Women Business Enterprise Participation Goal: 22%

Prequalification Requirements: Each contractor must be prequalified in category 1A – Civil or 2A – General Building – Unoccupied Building or 1F(3) – Concrete Sidewalk, Curb, Gutter and ADA Ramps at or above the $6,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Prevailing Wage and Minimum Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC. City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of Transportation and Infrastructure (DOTI) reserves the right to waive informalities in, and to reject any or all, proposals.
