The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Denver Performing Arts Complex Integrated Construction Services. General Statement of Work: The general scope of this Integrated Construction Contract for The Arts Complex (“AC”) improvements is for a single Integrated Contract Holder (“ICH”) to provide comprehensive project administrative support, preconstruction, and construction services. The purpose of this contracting method is to streamline and expedite procurement and execution phases and to funnel communications and coordination through the ICH. This contract will consist of multiple projects within the umbrella contract, and the ICH will provide administrative assistance to the DOTI Project Manager in packaging these scopes of work to be issued via individual Task Orders and Work Orders. The Integrated Construction Contract shall have a three (3) year term and maximum contract amount of $25,000,000.00.

To accomplish this, workforce development policies and programs may be focused on individual training and education, societal economic stability and growth, or skills training needed by employers to help organizations remain competitive in a global marketplace.

Proposals will only be received via the online electronic bid service through BidNet. Proposals are due at 2:00 p.m. on May 7, 2026. Late submissions will not be accepted.

Prequalification Requirements: Each contractor must be prequalified in category 2B – General Building – Occupied Building at or above the $10,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Prevailing Wage and Minimum Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC. City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.
General: As the City’s best interests may appear, the Executive Director of Transportation and Infrastructure (DOTI) reserves the right to waive informalities in, and to reject any or all, proposals.
