The Department of Finance (“DOF”) and the Department Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Qualifications (the “RFQ”) for On-Call Program Management Services for the Vibrant Denver GO Bond Program. RFQ documents will be available for download at www.bidnetdirect.com/cityandcountyofdenverdoti. Please note that award is contingent on voter approval of the 2025 Vibrant GO Bond.

General Statement of Work: The City and County of Denver is seeking a qualified consultant to perform Professional On-Call Program Management Services for the 2025 Vibrant Denver GO Bond Program. The 2025 GO Bond Program could include five (5) portfolios of public infrastructure improvement projects, the funding for which must be approved by a vote of the qualified and registered electors of the City and County of Denver at a special municipal election to be held on Tuesday, November 4, 2025. The public infrastructure improvement projects represent a significant investment in Denver’s transportation and mobility, parks and recreation, health and human services, city facilities and housing and sheltering through new construction, rehabilitation and expanded capital improvements. Scope of services for this procurement include Program Management, Portfolio Delivery Coordination, Controls and Technology, Program Communications, and Project Delivery Support.

Questions Deadline: October 22, 2025, at 3:00 p.m. local time. Submit questions to DOTI.Procurement@denvergov.org. Additionally, questions asked at the pre-submittal meeting should be submitted to be answered formally in an issued addendum.

Submittals will only be received via the online electronic bid service through BidNet. Proposals are due at 1:00 p.m. on November 17, 2025. Late submissions will not be accepted.

Minority and Women Business Enterprise Participation: Pursuant to Article III of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C) the Division of Small Business Opportunity (DSBO) has established the following participation requirement for this project:

20% Minority and Women-Owned Business Enterprise (MWBE)

The participation requirement must be met with certified firms, §§ 28-62, 28-66, D.R.M.C., found in the Small Business Certification and Contract Management System, or through the demonstration of a sufficient good faith effort. §§ 28-60, 28-64, D.R.M.C. The project is subject to additional requirements pursuant to the D.R.M.C.
