General Statement of Work: This project is to reconstruct six (6) existing traffic signals within the City and County of Denver. The six traffic signals are located on Alameda Avenue at Sheridan Boulevard, Federal Boulevard, and Colorado Boulevard and on Colorado Boulevard at 35th Avenue, Bruce Randolph Avenue, and 26th Avenue.

Responses are due no later than 11:00 a.m. local time, December 21, 2021 and will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. To submit responses, click the online bidding button at the top of advertisement. Consultants must be on the plan holders list through QuestCDN for proposals to be accepted. Consultants will be charged a fee of $15.00 to submit a proposal electronically.
Disadvantaged Business Enterprise Participation: Federally funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal Statutes and Regulations regarding Disadvantaged Business Enterprise participation and all Disadvantaged Business Enterprises Utilization. The U.S. Department of Transportation (DOT) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work funded by FHWA and let by the City and County of Denver.
The specific goal for this project is: 0% Disadvantaged Business Enterprise (DBE)
The project goal must be met with certified participants as set forth in 49 CFR Part 26. For compliance with good faith effort requirements, refer to 49 CFR 26.53.

The Consultant shall comply with any and all applicable public emergency or public health orders issued by any federal, state, municipal or local governmental entity, or any department or agency thereof, including the Colorado Department of Public Health & Environment (CDPHE) and the Denver Department of Public Health & Environment (DDPHE).
As the City’s best interests may appear, the Manager of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals.
