The Department of Transportation and Infrastructure has issued a Request for Qualifications (the “RFQ”) for On-Call professional Program Management services for the Infrastructure Investment and Jobs Act (IIJA).  as described below. General Statement of Work

The Federal Infrastructure Investment and Jobs Act (IIJA) reauthorizes transportation funding (both highway and transit) for the next six years.  This bill includes nearly $550 billion in new funding over the next 10 years, for other infrastructure programs including water, wastewater and electric vehicle (EV) charging.  Most of the additional funds, as well as some of the formula funds, are dedicated to competitive grant programs.  Competing for these grants will require internal planning, internal and public reviews and building knowledge resources.

The City and County of Denver (the City) is looking for a Program Management firm, on an On-Call or “as needed” basis to support the City in the development and implementation of a programmatic approach to help plan for and secure IIJA funding (formula and grants), and once secured to facilitate efficient and effective program/project delivery in alignment with funding guidelines.  The programmatic approach is intended to include Strategic Planning, Program Management, Program/Project Controls &Technology, Grant Application and Management, Project Coordination and Technical Support, and Communications

A Pre-Submittal Meeting will be held at 10:00 a.m. local time, August 16, 2022, in Conference Room 4.G.2, 4th floor of the Wellington E. Webb Building, 201 West Colfax Avenue, Denver, CO 80202. Interested firms are encouraged to attend. Consultants are responsible for any information conveyed at this meeting.

Questions Deadline: August 30, 2022, at 2:00 p.m. local time

Submittals will only be received via the online electronic bid service through www.bidnetdirect.com//cityandcountyofdenverdoti. Submittals are due at 11:00 a.m. local time, September 15, 2022. Late submissions will not be accepted.

Disadvantage Business Enterprise Participation:

Submitters should reference 49 CFR part 26. All submitters must carefully review the detailed requirements for compliance with the DBE program.

12% Disadvantage Business Enterprise (DBE) Participation

Please note, any agreement between a Submitter and a DBE in which the Submitter requires that the DBE not provide sub-consulting or subcontracting quotations to other Submitter is prohibited and shall render a submitter’s proposal nonresponsive.

Minimum Wage Requirement:  City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals.
