The Career Service System

In 1954, CSA (now the Office of Human Resources) was established by charter amendment because the voters of Denver decided they wanted their city government to operate by merit. Under the merit system, applicants are given a chance to compete and be hired based upon their knowledge, skills, and abilities, without regard to their race, creed, national origin, political affiliation, age, sex, sexual orientation, or disability.

The City and County of Denver’s Office of Human Resources maintains a competitive merit system that provides equal employment opportunity to all applicants. The agency oversees the city's personnel system and the majority of employees, excluding elected officials, appointees and uniformed police and fire. The Office of Human Resources is dedicated to serving as strategic business partners with all agencies to source and recruit the top professional talent for the City and County of Denver.

The Executive Director of the Office of Human Resources is Kathy Nesbitt. The agency is overseen by the Career Service Board. The Career Service Board consists of five Denver citizens appointed by the Mayor for five-year staggered terms. The Board provides oversight for the Office of Human Resources. Its charge is to maintain the merit system, which is the foundation of the Career Service personnel system. It is responsible for setting policy, considering appeals and making rule changes that enhance the work environment.

Colorado Open Records Act

In order to pay for the cost of staff, custodians of public records within the City and County of Denver may charge for research and retrieval time necessary to respond to requests for records under the Colorado Open Records Act (“CORA”).  Pursuant to C.R.S. §24-72-205(6), effective July 1, 2014, staff time may be charged at a rate not to exceed $33.00 per hour.  There shall be no charge for the first hour of time for research and retrieval of records. 

When a record custodian receives a CORA request, the custodian may estimate the research and retrieval time it will take to research and retrieve the records requested.  The estimate of time and the appropriate fee may be provided to the requestor before work is performed, to determine if the requestor seeks to move forward with his/her request, understanding the associated cost.  The custodian may require the requestor to pay the fee before proceeding to research and retrieve the records.  If the requestor pays the fee based on the estimate and the time necessary to subsequently perform the research and retrieval of the records is less than the estimate, the custodian shall give a refund to the requestor.
