Welcome to the liquor licensing division of the Department of Licensing and Consumer Protection. Colorado liquor and beer retail licenses are issued by the city and the state licensing authorities.

To get a license that has been expired for more than 90 days but fewer than 180 days reissued, fill out form DR-8407.

Notice of proposed rulemaking: City-established consumption areas

Background

In 2025, Denver adopted Rules Governing City-Established Consumption Areas(PDF, 542KB). The rules established areas where individuals 21 and older can drink takeout beverages purchased from eligible businesses. The rules were adopted following a recorded public hearing.

Proposed rulemaking

The Manager of the Department of Licensing and Consumer Protection is considering an amendment to the rules. The amendment under consideration would allow for temporary suspension of the city-established consumption area when certain permits are issued at the location.

A Public Rulemaking Hearing on the amendment will be held virtually on Friday, June 5 at 1:00 p.m. on Zoom.

Members of the public wishing to provide written comments can:

  1. Email comments to DLCPpolicy@denvergov.org no later than 5:00 p.m. on Friday, June 5 2026;
  2. Provide verbal comments during the virtual public hearing; or
  3. Mail written comments to the Department of Licensing & Consumer Protection c/o Policy Team at 201 West Colfax Avenue, Department 206, Denver, CO 80202. Mailed comments must be received by Friday, June 5, 2026 to be considered.
