Fees for marijuana license, permit and amendment applications

Information about city application and license fees for marijuana license, permit and amendment applications are below. They also are in Section 32-92 and in Chapter 32 Article I of the Denver Revised Municipal Code.

All medical license types (not including social equity transporter or off-premises storage facility permits)

Social equity licensees

  • City application fee for social equity licensees: $0
  • City license fee (upon initial application) and annual renewal fee for social equity licensees: $1,500

Non-social equity licensees

  • City application fee for non-social equity licensees: $2,000
  • City license fee (upon initial application) and annual renewal fee for non-social equity licensees: $3,000

All retail license types (not including retail hospitality and sales, social equity transporter, or off-premises storage facility permits)

Social equity licensees

  • City application fee for social equity licensees: The state Marijuana Enforcement Division collects the city application fee. The fee varies by license type. For questions about fees, visit the state’s Information for Marijuana Licensees webpage or contact the Marijuana Enforcement Division.  
  • City license fee and annual renewal fee for social equity licensees: $2,500 (waived upon initial application for a new license) 

Non-social equity licensees 

Medical and retail transporter - social equity

City application fee for social equity medical marijuana transporter license: $0

City license fee (waived upon initial application) and annual renewal fee for social equity medical marijuana transporter license: $200

City application fee for social equity retail marijuana transporter license: $0

City license fee (waived upon initial application) and annual renewal fee for social equity retail marijuana transporter license: $200

Delivery

City application fee for a delivery permit: $25

City license fee (upon initial application) and annual renewal fee for a delivery permit: $25

City application fee to add or replace a delivery motor vehicle: $25

Hospitality

Social equity licensees

The Department began accepting applications for hospitality licenses in November 2021. The Department will not accept applications for hospitality licenses from non-social equity licensees until July 1, 2027.

Retail hospitality and sales

Social equity licensees

The Department began accepting applications for retail hospitality and sales licenses in November 2021. The Department will not accept applications for retail hospitality and sales licenses from non-social equity licensees until July 1, 2027.

Medical and retail off-premises storage facility

Social equity licensees

  • City application fee for social equity licensees: $0
  • City license fee (waived upon initial application) and annual renewal fee for social equity licensees: $250

Non-social equity licensees

  • City application fee for non-social equity licensees: $500
  • City license fee (upon initial application) and annual renewal fee for son-social equity licensees: $500

Change of ownership

City application fee for all license types: $250 per license affected by the change

Modification of premises

City application fee for all license types: $300 per license affected by the change

Change of location

  • City application fee for medical stores: $1,500 per license affected by the change
  • City application fee for retail stores: $1,500 per license affected by the change
  • City application fee for all other license types: $1,000 per license affected by the change
