Apply for a delivery, centralized distribution, or transition permit

Anyone who applies for a marijuana licensed establishment notification amendment must first transition all affected licenses to Denver's Online Permitting and Licensing Center. (See the types of notifications below.)

To assist with the transition, there are online training videos that provide helpful and detailed overviews of the application processes. The videos for marijuana licenses are on the online training videos webpage. There are videos showing how to register for an account, how to complete licensed establishment and entity registration records, and how to apply for new business licenses or amendments. It is recommended you watch them to assist with the application process.

After you have transitioned all affected licenses to the online center, you can submit your marijuana licensed establishment notification amendment.

A marijuana licensed establishment notification amendment can be used to:

  • Add a Centralized Distribution Permit
    • If you are making modifications to your premises to accommodate the addition of a centralized distribution permit, you must submit a modification of premises application, too. If you are not modifying your premises to accommodate the centralized distribution permit, only submit the licensed establishment notification amendment.
  • Add a delivery permit
  • Add a new mobile hospitality route
  • Add a transition permit
  • Other
    • Add or remove a marijuana delivery motor vehicle
    • Request an extension of a marijuana license or amendment application
    • Withdraw a marijuana business license or amendment application

Submit a licensed establishment amendment notification

Step 1.Log in to your online account

Log in to the Denver Online Permitting and Licensing Center.

Step 2.Gather all required documents

Applications for licensed establishment notification amendments must be complete. They must include all required documents. (Information about required documents is in Step 4.)

Remember:

  • All materials must be digital files and saved as a .pdf or .jpg file. Do not include any other file types. The Department of Excise and Licenses will not accept other file types.
  • Legal documents included must be properly signed and executed.
  • All materials must be legible.
  • Incomplete applications will be rejected.

Step 3.Navigate to the Online Permitting and Licensing System

In Denver’s Online Permitting and Licensing Center:

  • Under Business, Short-Term Rental, and Occupational Licensing, click "Renew or Manage." This will take you to the "My Records" page.
  • To submit a licensed establishment notification amendment, find the "License Type" column. Find the row with the licensed establishment, record name and address that you want to modify. In the right column, click "Amendment."
  • Then, select "Notification" and click "Continue Application."
  • Select the type of notification and explain why you are submitting this amendment. Then click "Continue Application."

Step 4.Select the notification type

In the "Add a Notification Section," select the type of notification from the drop-down menu. You can select:

  • Marijuana - Add a centralized distribution permit
  • Marijuana - Add delivery permit
  • Marijuana - Add new mobile hospitality route
  • Marijuana - Add transition permit
  • Other - This can be used to:
    • Add or remove a marijuana delivery motor vehicle to a licensed transporter with delivery permit
    • Request an extension of a marijuana license or amendment application
    • Withdraw a marijuana business license or amendment application

In the free text box, explain the type of notification. For example, if you are applying to add a delivery permit, select "Marijuana - Add delivery permit." Use the free text box to specify which license(s) you are adding the permit to. If you have co-located medical and retail store licenses and you are only applying for a retail delivery permit, make note of that in your explanation. If you are applying to add or remove a marijuana delivery motor vehicle to a licensed transporter with delivery permit, select "Other" from the drop-down menu. Use the free text box to explain the vehicle(s) you are adding or removing. This includes the Vehicle Identification Number and license plate number.

In the "Document Upload" section, upload the relevant required document(s) for the notification type. Required documents are:

When you have uploaded the required documents, click "Continue Application." Then, review the notification information, and click "Continue Application" again.

Any time during the process, you can save and resume your application within 30 days. After 30 days, you will need to start again.

Step 5.City application review and payment

After submitting your complete application package, a city licensing technician will do a quality control review. The licensing technician will determine whether more information or fees are required. The quality control review could take 10 to 15 business days. It could take longer depending on the volume of applications pending before the Department.

If no fee or more information is required, a licensing technician will approve the notification amendment and complete the amendment.

If a fee is required, you will receive an email with an invoice. You must pay the required fees online. (Visit the Fees for marijuana license, permit and amendment applications webpage for more information.)

The fees will be listed in your account under the "My Records" tab. In the right column, there is a link to "Pay Fees Due." Click there and it will take you to the online payment screen.

  • You can pay fees online with a Discover, Visa or Mastercard credit or debit card.
  • You can pay online from a bank account. To do so, you must have a routing number, account number, the account holder's name, and the account type.

If you can only pay in cash, you must pay in person with your invoice at the cashier's desk. It's on the second floor of the Wellington E. Webb Municipal Office Building.

Print a copy of the payment screen. A receipt will not be emailed or mailed to you.

Step 6.Completion of amendment

After all required information or more information is submitted and fees are paid, a licensing technician will approve the notification amendment and complete the amendment.

There is no fee to apply for a centralized distribution permit or transition permit, or to submit a new mobile hospitality route log. There is no fee to request an extension of an application period or to withdraw an application. Fees could apply for other notification types. If you are withdrawing an application for which you have paid fees, you can submit a refund request form(PDF, 153KB). Refunds are not guaranteed.
