Renew a marijuana business license online

The Department's review of a renewal application could take seven to 10 business days. It could take longer depending on the volume of applications pending before the Department. It is recommended you submit a complete renewal application 15 to 20 business days before the license's expiration. If an application is incomplete and the review extends beyond the license's expiration date, licensees must stop operations.

Step 2.Log in to account

Log in to your account in Denver's Permitting and Licensing Center. Make sure to log in to the account that was created to transition your marijuana business license online within the last year.

Step 3.Gather all required documents

Applications for renewal business licenses must be complete and include all required information and documents. (See Required information and documents below.) Remember:

  • All materials must be digital files and saved as a .pdf or .jpg. Do not include any other file types. The Department of Excise and Licenses will not accept other file types.
  • Legal documents must be properly signed and executed.
  • In some cases, you could have to combine documents and upload them in a single .pdf. You can use a free, online tool to merge documents into a single file.
  • All materials must be legible.
  • Incomplete applications will be rejected.

Step 4.Navigate to Denver's Online Permitting and Licensing Center

In Denver's Online Permitting and Licensing Center:

  • Under Business/Occupational, Short Term and Residential Rental Licensing and Health/Licensing Citations, click "Renew or Manage." This will take you to the "My Records" page.
  • To renew the licenses associated with a licensed establishment, look at the "License Type" column. Find the row that has the licensed establishment, record name and address you want to renew. In the right column, click "Renew Application."
  • Read the introduction page and click "Get Started."

This will begin and guide you through the renewal application process. You must submit complete applications for:

  • A licensed establishment renewal record. This will capture information about where your business operates.
  • Business File Number records under the Licensed Establishment. This will capture information about the business licenses in your renewal application package.

Any time during the process, you can save and resume your application within 30 days. After 30 days, you will need to start again.

If you are renewing several licenses at one location, you only need to complete the licensed establishment renewal record once.

Step 5.Pay the required fees and submit the application

When you submit a complete renewal application package, you must pay the required license fees online. (Visit the Fees for Marijuana License, Permit and Amendment Applications webpage for more information.) The application will not be put into a queue for review until the fees are paid.

The fees will be listed in your account under the "My Records" tab. In the right column, there is a link to "Pay Fees Due." Click there and it will take you to the online payment screen.

  • You can pay fees online with a Discover, Visa or Mastercard credit or debit card.
  • You can pay online from a bank account. To do so, you must have a routing number, account number, the account holder's name, and the account type.

Print a copy of the payment screen. A receipt will not be emailed or mailed to you.

If you can only pay in cash, email EXLApplications@Denvergov.org, and request an invoice. A licensing technician will provide an invoice to pay in cash, in person.

Step 6.City application review

The Department will review the city application and all required documents. The review could take five to seven business days. It could take longer depending on the volume of applications pending before the Department. It is recommended you submit a renewal application well in advance of the license's expiration.

Step 7.License issuance

Upon receipt of a complete application, payment of fees, and completion of the city application review, you will receive an email with a certificate of licensure. This is your business license. The certificate of licensure is also available in your online account.

All applications will be administratively closed if they are not completed within 12 months.

Applications for business licenses and amendments must be complete. They must include all required information and documents. Remember:

  • All materials must be digital files and saved as a .pdf or .jpg file only. Do not include any other file types. The Department of Excise and Licenses will not accept other file types.
  • Legal documents included as part of the application must be signed and executed.
  • All materials must be legible.
  • In some cases, you could have to combine documents and upload them in a single .pdf. You can use a free, online tool to merge documents into a single file.
  • Incomplete applications will be rejected.

If you are applying for several licenses at one location or under a single entity name, you only need to complete the licensed establishment record once.

For the licensed establishment record, every applicant (except for no-premises transporters and mobile hospitality businesses with no licensed premises in Denver) will provide:

  • Any location name you might use to distinguish locations (if you have licenses at several locations).
  • The name, date of birth, home address, phone number and email address for an onsite manager. They have the authority to make decisions about the licensed establishment. And they have access to and control over the licensed establishment at all times.
  • Proof of legal possession of the premises, valid for at least 90 days from the date a complete application is submitted. Only one of the following must be submitted:
    • A complete possession of property certificate(PDF, 262KB)(recommended).
    • A deed.
    • A complete, unredacted lease, including all amendments. If leased, the owner must provide written consent to lease the property to a marijuana facility. The lease must be valid for at least 90 days from the date a complete application is submitted.

For the Business File Number (license) record, applicants will provide:

  • A valid, related state business license number, state license expiration date and a copy of a valid state business license (or continuance letter if the state renewal investigation for the license is ongoing).
  • An alarm permit number, associated with a valid (not expired) alarm permit. This is not required for no-premises transporters or mobile hospitality businesses with no licensed premises in Denver.
  • Business Tax Account ID (not required for transporter or off-premises storage facility). This is the Occupational Privilege Tax (OPT). It's the first six digits of that account number.
  • A complete Social Impact Plan(PDF, 40KB). (Must be on the city's provided template.) It is required for every license. Only one Business File Number should be entered per form.
  • If applicable, a copy of any Marijuana Enforcement Division action (an order to show cause, summary suspension, administrative hold, etc.).

Transporters that have a current Denver delivery permit and are renewing their license and Denver delivery permit will also need to provide:

Transporters that are adding a Denver delivery permit during renewal will also need to provide:

  • The Vehicle Identification Number (VIN) for each delivery motor vehicle.
  • The license plate number for each delivery motor vehicle.
  • Proof of insurance for each delivery motor vehicle (combined and uploaded in a single .pdf).
  • A copy of the business' state delivery permit.
  • A copy of the vehicle registration for each delivery motor vehicle (combined and uploaded in a single .pdf).

Stores that are adding a Denver delivery permit during renewal will also need to provide:

  • A copy of your Colorado state delivery permit.

For all hospitality type renewals, they will also need to provide:

  • Health and sanitation plan (if applicable).

If you are applying for a hospitality with sales renewal, you will also need:

  • Copy of Denver city sales tax license.

If you are applying for a mobile hospitality license renewal, you will also need:

  • Vehicle plate number.
  • Vehicle registration.
  • Proof of insurance.

When completing a retail marijuana cultivation renewal application, an applicant could also have to provide:

  • Main contact: You will need to provide the first name, last name, email address and phone number for the main contact for the licensed establishment and business. This contact will receive all emails about the location and the business' licenses and applications. This information will be used by city agencies to contact the business.
  • Mailing address: You will need to provide a mailing address for this licensed establishment and company.
  • General contact: Provide the general contact information for your business. This information could be shared publicly in an open data catalog or upon request. The information should allow members of the public to contact your business about your licenses or licensed establishments. A telephone number and an email address will be needed.

If your license has been expired for 90 days or less, you can submit a late renewal application upon the payment of a late renewal fee. Late renewal fees increase over time:

  • If the application for renewal is submitted within 30 days after the expiration date on the face of the license, the late renewal fee is 20% of the license fee.
  • If the application for renewal is submitted 31 to 90 days after the expiration date on the face of the license, the late renewal fee is 50% of the license fee.
