Thanks for your interest in Denver's Electrification Feasibility Report rebate program. We are finalizing the rebate program's budget and rebate amounts for this year. We will publish updates to the program and future rebate amounts within the next two weeks.
Due to the recent high volume of applications, and with limited funds, we can’t guarantee that each applicant will receive funding moving forward. As a reminder, application preapproval is required prior to starting any work – funding is guaranteed only if or when an applicant receives a preapproval letter. In the meantime, we appreciate your patience.
The Electrification Feasibility Report (EFR) helps assess the costs and benefits of switching to heat pumps. Buildings that want to install a like-for-like gas heating system can no longer use quick permits. Instead, they must submit more information with their permit application. The EFR is It is one option to meet these permitting requirements.
Denver is offering funding to make these EFRs more affordable.
Eligible Participants will Receive:
- Up to $2,500 for an EFR completed by an eligible contractor.
- Facilitation services, which include but are not limited to:
- Technical support in selecting contractors for Electrification Feasibility Report services
- Translation and interpretation support
- Help with program processes and documents
- Program navigation support
- Help identifying other incentives and rebates
- Facilitation service support is capped at:
- 30 hours for Equity Priority Buildings
- 15 hours for Standard Buildings

If you know you want to electrify your space or water heating equipment, you do not have to complete an EFR. You should instead jump straight to the Equipment Rebates.

Please ensure that your building is eligible for the rebate. Contractors must also meet eligibility requirements to participate.
Participant Eligibility
To qualify for the EFR rebate, you must meet the following requirements:
- The building must be subject to Denver's Electrification requirements. These requirements apply to all existing commercial and multifamily buildings.
- The requirements apply to all buildings regulated by the Denver Energy Code Commercial Provisions:
- Commercial buildings
- Multifamily apartment buildings
- Multifamily condominium buildings
- Single family dwellings, two-family dwellings, and townhomes are not subject to electrification requirements.

- New construction is not eligible.
- Buildings or spaces undergoing major rehab are not eligible.
- The building must be within the City and County of Denver.
- Building must not be owned by the City and County of Denver.
- The applicant must be responsible for their own space heating, cooling, or water heating equipment.
- The building must have at least one of the following:
- Gas-fired HVAC (space heating or cooling)
- Gas-fired water heating
- Electric cooling-only equipment
You must also agree to follow the:
- Program rules
- Program processes
- Program terms, including working with an eligible contractor.

Contractor Eligibility
Contractors must be on our list of eligible contractors to get this rebate. To get on this list, you must have attended an Electrification Feasibility Report training. You also need to have passed the comprehension quiz.
You can now take the training and the quiz online. The quiz is a required part of this process. It is the only way we can confirm that you have completed the training.
After you pass the comprehension quiz, we will add you to the list of eligible contractors. We check quiz results weekly. Please allow up to two weeks to see your name on the list.
- Fill out an application indicating one piece of equipment to look at with an EFR.
- Michaels Energy, the program administrator, will review your application. You should receive a preapproval within 10 business days.
- Select a contractor who has completed the EFR training.
- Work with your contractor to complete and submit the EFR.
- The program administrator will review and approve the completed EFR. This should take about 10 business days.
- The contractor will invoice for the cost of the EFR.

The program will pay up to $2,500 to cover the cost of the EFR.
Building owners are not required to follow the recommendations that come from an EFR. There may be changes to the building code coming in 2025 and 2027. These changes may require the electrification of systems at the end of system life. You may want to electrify early.
